This complaint is an ongoing complaint filed XX/XX/2023 against Universal Collection XXXX. The " fradulent '' collection agency has manipulated the CFPB, and the consumer. Universal Collection XXXX " failed '' to provide valid contact information for original creditor. The underhanded collection agency ( Universal Collection ) failed to identify to the CFPB, and the consumer of the following facts, ( 1 ) The collection company ( Universal Collection XXXX ) is the billing company for the provider ( creditor ), ( 2 ) XXXX, confirmed on XX/XX/XXXX, Universal Collection XXXX never submitted the medical claim for payment. In fact, if Universal Collection XXXX timely submitted the alleged medical debt of ( {$500.00} ), XXXX would have paid the claim as they paid XX/XX/2023 ( 3 days ). Universal Collection XXXX submitted a " TIMELY FILING '' with XXXX because they " NEVER '' submitted the claim, and their underlying purpose and intent was to harass, aggravate, and irresponsibly report false information to the credit reporting agencies, despite the consumer numerous requests to simply validate the alleged medical debt. The collection agency have a responsibility to validate and report accurate infroamtion, especially when the consumer disputed the medical debt ( 39 times ). The consumer has possession of the invoices from both XXXX XXXX XXXX XXXX and XXXX XXXX XXXX, which clearly and indisputably shows, the claims submitted for the date of service was immediately paid upon receipt of the claim. The deceitful medical debt alleged by Universal Collection XXXX is for a emergency room physician, who failed to follow the streamlined process to submit, and receive payment. In turn, Universal Collection XXXX unjustly reported and continued to report the alleged medical debt after the consumer repeatedly requested them to validate the alleged collection account. denied she was responsible for. If in fact the underhanded collection agency ( original billing company ) would have validated the account as the consumer asked over the last two years, the damage to the consumers credit score and credit worthiness ( negative reporting to the credit reporting agencies ) would not have occurred. This is a heinous, manipulative and intentional error by the underhanded and deceitful collection agency. Collection agencies have a " REQUIRED '' duty per FDCPA, FTC, CFPB to validate information for accuracy prior to reporting the credit agencies. Underhanded collection agencies such as ( Universal Collection Agency, XXXX MD ) run-a-muck and take advantage of consumers daily. Universal Collection XXXX " Failed '' to perform collection activities in accordance with Federal agencies, but rather accumulated several FDCPA violations. Not only did the deceitful company refuse to validate the accuracy of the account, they refused to provide the contact information for the original creditor.. Universal Collection XXXX wears two hats... the billing office for the provider, and the collection agency for the provider. Universal Collection XXXX manipulated the consumer into paying money, which they knew she did not owe, repeatedly harassed the consumer to pay the account balance, threatened to continue reporting inaccurate and negative ( damaging ) information to the credit reporting agencies, unless she paid the account - ( money she did not owe ), refused to validate the account information as requested numerous times by the consumer over two years, just to identify a few of the violations by Universal Collection XXXX. in accordance with the FDCPA. Universal Collection XXXX is disgusting to say the least, and prey on innocent consumers to make illegal profit and gain. Universal Collection XXXX is a prime example of what the XXXX XXXX refer to as " illegal underhanded rogue collection agency that works above, around, and below the laws established by the FTC, and FDCPA. They " SHALL '' be held accountable for their intentional and deliberate harm to the consumer " credit worthiness '' and " credit standing ''. Everyone reports to a higher chain if command. Universal Collection XXXX was fully aware of their manipulative actions. This alleged collection agency " DOES NOT '' work directly for XXXX XXXX nor there subsidiaries, but instead work independently for that particular emergency room physician. And, that is why XXXX nor XXXX XXXX could find the alleged claim. The emergency room physician intentionally requested and took on the task ( responsibility ) to bill the consumer directly, which in fact he failed to do, rather billing the consumer. The physician employed this unintelligible collection agency to bill patients accounts, that he treated in XXXX XXXX emergency room. The only reason this unintelligible collection agency finally removed the collection account from the consumer credit report... was because they had no choice .. and could no longer cover the lies they reported to the three credit reporting agencies, CFPB, FDCPA , FTC , and the consumer. Universal Collection XXXX need to be put out of business permanently. The unintelligible collection agency committed " FRAUD '' when they finally submitted the claim to XXXX ( years later ) for payment. XX/XX/2023, Universal Collection XXXX submitted the alleged medical claim for {$500.00}, when in fact the consumer paid {$25.00} leaving an unpaid balance of {$470.00}. They have continuously " lied '' throughout this entire investigation. The consumer disputed the invalid collection account with all three credit reporting agencies, prior to contacting the CFPB. Universal Collection XXXX takes no responsibility for their deceitful and unlawful collection activity, and prey on Innocent consumers. The consumer demands the return of the money she was manipulated and forced into paying, plus interest, points returned to her XXXX score, and compensation for every violation they needlessly subjected the consumer too. The " Only '' way to hold these money hungry collection agencies accountable, is to bring exposure, and file charges with the CFPB, FTC, FDCPA, Director of the CFPB. Universal Collection XXXX had so much too say .... they were so adamant with their deceitful lies, alleging the consumer owed the medical debt ( she continued to disput ). Prior to filing in MD XXXX XXXX, the consumer request CFPB XXXX XXXX XXXX, FDCPA, FTC XXXX XXXX XXXX, XXXX MD XXXX XXXX, MD XXXX Attorney XXXX XXXX to resolve the intentional and willful violations filed against Universal Collection XXXX XXXX XXXX XXXX, MD. Request a blind copy be submitted to the White House XXXX XXXX XXXX XXXX to show a first hand example of a ruthless and predatory collection agencies. This claim filed with the CFPB, against Universal Collection XXXX is for every consumer which they manipulated, and reported invalid information to the three credit reporting agencies. The entire time this fraudulent collection agency was responding to the CFPB, they already had filed the claim with XXXX for payment. I retained a copy of communication which may be used to support this claim. " If a consumer prove a violation occurred, you may be awarded {$1000.00} in damages for each offense, plus additional compensation for any actual harm they caused. If you win, the collector may also be responsible for paying your lawyer fees and costs ''

This complaint is a continuation of complaint XXXX XXXXXXXX. This complaint filed on Monday XX/XX/XXXX may be used in legal proceedings to support the consumer claims of, harassment, negative reporting to the credit bureau, threats to take negative action, damage to her credit worthiness and credit score since XXXX. Universal Collection XXXX ( XXXX, XXXX ), had one job! And that job, was to validate the invalid debt collection as requested by the consumer too many times to count. Universal Collection XXXX is deceptive and manipulative. Universal Collection XXXX, convinced the credit bureau to continue reporting an invalid medical debt, that the consumer never owed. Universal Collection XXXX informed the CFPB on XX/XX/XXXX, they conducted a thorough investigation, and validated the invalid debt owed by the consumer. In addition, the deceptive collection agency " NEVER '' informed the consumer this was a " medical debt '' with her insurer, " XXXX '', right out lie! If in fact, Universal Collection XXXX would have provided the consumer with valid information ( debtor, date of service, type of collection ) the debt would have never been reported on the consumer credit report, since XXXX. The consumer immediately contacted her health insurer, XXXX, XX/XX/XXXX after Universal Collection XXXX provided the CFPB with valid account information. The consumer spoke with the XXXX benefit representative on XX/XX/XXXX and was informed, Universal Collection XXXX is attempting to collect a medical debt the consumer does not owe, and the collection agency nor XXXX XXXX " never attempted '' to contact all alleged in their response to the CFPB on XX/XX/XXXX. Universal Collection XXXX intentionally with held account information ( years ) such as the name of the debtor, date of service, and healthcare insurer, etc. If Universal Collection XXXX would have validated the account and provided the consumer with account information this debt would have been resolved immediately. Universal Collection XXXX had 1 duty, and that duty, was to validate the debt as the customer requested. This is a copy of the response the CFPB and the consumer received from Universal Collection agency ( claim XXXX XXXX XXXXXXXX ) provided in response to the CFPB inquiry on XX/XX/XXXX : " XXXX XXXX did not believe the agent and maintained her position. The agent accepted the {$25.00} payment and updated her account to reflect a current balance of {$490.00}. This is a flagrant attempt by XXXX XXXX to " game the system '' by exploiting the CRAs ' new reporting threshold in order to evade a valid and verified debt. Furthermore, at no time did any any agent or employee of this agency harass or inflict emotional distress on this consumer. The existence of a debt in and of itself, especially one that has been investigated and verified, is not sufficient to support such a claim '' Universal Collection XXXX is a " deceitful, manipulative, suppose to be, collection agency that will exceed all rules, policy established by the XXXX, CFPB to make a profit, or gain. '' Prior to this debt being reported to the credit reporting agencies, XXXX XXXX and Universal Collection XXXX had knowledge the consumer had health insurance on file ( XXXX ). Prior to this medical debt being reported to the credit reporting agency XXXX XXXX had previously billed the consumer well over 100 times for other dates of treatment. The consumer credit score, and credit report was unnecessarily, and negatively impacted by Universal Collection XXXX and XXXX XXXX. Universal Collection XXXX inflicted harm and emotional XXXX each time ( monthly, biweekly ) they reported negative invalid information to the credit reporting agencies which in turn, triggered the consumer anxiety, and significantly impacted the consumer credit score and credit worthiness. It is collection agencies like Universal Collection XXXX who target innocent consumers, and take advantage of consumers, and give debt collectors a bad reputation. Thank XXXX! we now have the Medical Surprise Act! which will help to prohibit many debt collectors from engaging in deceitful and manipulative practices to make profit or gain. No credibility what so ever! If Universal Collection XXXX validated the invalid debt, as alleged, they would have never reported the invalid medical debt to the credit reporting agencies, and the consumer would not have needlessly suffered impact to credit worthiness. Request the credit reporting agency to requests for the medical debt to be immediately removed and her credit score immediately restored with all points taken from the consumer credit score since XXXX. Request for the CFPB, FTCA, and Credit reporting Agency, to please contact XXXX and verify medical debt reported by Universal Collection XXXX is not a valid debt, and never was owed by the consumer. In fact, the original bill should have reflected {$470.00} in addition to the consumer co-payment of {$30.00}, which should have never been reported to the credit reporting agency. Thank you,

I sent a letter to the credit bureaus asking for verification of this collection account of {$360.00} through the physical verification of the original signed consumer contract and for all accounts that were posted my credit report to be deleted. The letter was mailed and received on XX/XX/XXXX. No information was sent to verify this account. Another letter was sent and received on XX/XX/XXXX. No information was sent to verify this account. A third letter was sent and received on XX/XX/XXXX. I also sent a debt validation letter that was received by Universal Collection Svcs on XX/XX/XXXX. I still have not received any information to verify this account or through physical verification of the original signed consumer contract with Universal Collection Svcs. This collection is negatively affecting my credit. It is unverified and needs to removed immediately and Universal Collection Svcs has failed to do this. I have kept tracking numbers and receipts for all of these letters.

I have received a copy of my credit report and it shows company UNIVERSAL COLLCTION SV ( Original Creditor : XXXX XXXX XXXX XXXX XXXX account number XXXX. Per FDCPA I am aware that a charge off or collection account is a direct violation due to reporting a balance. The balance must be reported as {$0.00}. Currently I am being violated due to FDCPA because there is an open balance listed on my credit report in the amount of {$360.00}. I have tried many times to get this verified with no such luck. Please review for deletion.
