From : XXXX XXXX XXXX SSNXXXX & XXXX XXXX XXXX SSNXXXX XXXX XXXX XXXX XXXX SC XXXX Creditor : XXXX XXXX XXXX ATTN : Medical Records and Bill Office XXXX XXXX XXXX XXXX XXXX XXXX SC XXXX Collection Agency : Receivable Solutions , INC . ATTN : Supervisor XXXX XXXX XXXX XXXX XXXX SC XXXX Phone ( XXXX ) XXXX XXXX XXXX XXXX and XXXX XXXX XXXX here and after will use their first names. Receivable Solutions, INC. conducted two interceptions for XXXX XXXX XXXX illegally as follows : XXXX {$670.00}, XXXX {$190.00} on the XXXX South Carolina state tax return. Both were never notified of any bills. On XX/XX/XXXX, both received a letter from the South Carolina Department of Revenue indicating that their refund was intercepted by XXXX dated XX/XX/XXXX. XXXX and XXXX contacted the number at the time thought to be a division of XXXX, which later found out that it was their collection agency on the same day the call was placed to gather information. This is what was told XXXX supervisor with Receivable Solutions INC. XXXX had a bill dated XX/XX/XXXX. XXXX also had a bill from XX/XX/XXXX in the amount of {$3800.00}. I XXXX kept letting XXXX know that even if those bills were proven to be ours that both debts have exhausted the statute of limitations XXXX XXXX. XXXX XXXX. XXXX told XXXX that he did not care Receivable Solutions was going to continue to intercept future returns. The amount intercepted by the SCDOR XXXX tax for XXXX XXXX was {$670.00}. We were told that our SCDOR taxes would continue to be intercepted for XXXX XXXX remaining balance of {$3100.00}. XXXX has also requested the information on the interception of her third stimulus payment in the amount of {$1400.00}. Both XXXX and XXXX believe that Receivable Solutions INC. used the HIPPAA LAW 42 U.S code 1320d-9 ; as leverage, not to provide the South Carolina Department of Revenue the dates ; and, both debts were from XXXX, all of which exhausted S.C. Ann. Code 15-3-530. Both XXXX and XXXX have read the debt setoff program A claim made under the Debt Collection Act : chapter 56 of title 12 of the SC code of laws ; in fact, by any interpretation written or implied will not extract S.C. Ann. Code 15-3-530 limitations. This is how XXXX and XXXX are sure the HIPPAA LAW 42 U.S code 1320d-9, was used as leverage ; therefore, the SCDOR would have denied their request for tax interception, with dates given. These debts are eight years old. In South Carolina, the limitation on all debts is three years, except bankruptcy and foreclosure which are ten years. Both XXXX and XXXX never had a judgment or law suit placed against them. XXXX and XXXX never saw XXXX XXXX XXXX or Receivable Solutions INC. on their credit reports. On the phone call placed to Receivable Solutions INC XXXX at approximately XXXX XXXX on XX/XX/XXXX XXXX was connected with a supervisor XXXX approximately XXXX on their recorded line and asked why he or XXXX never received any bills, and he said that our address on file is XXXX XXXX XXXX XXXX SC. XXXX informed XXXX that either he or XXXX had not lived at address since XXXX. Under XXXX XXXX XXXX XXXX XXXX XXXX SC code of laws, a debtor is required to notify the consumer of a delinquent debt. Both XXXX ( complaint # XXXX ) and XXXX ( complaint # XXXX ) have filed both filed complaints with the South Carolina Department of Consumer Affairs with XXXX XXXX XXXX and their collection agency Receivable Solutions INC. The complaint with XXXX was closed with a response. XXXX ( complaint XXXX ) and XXXX ( XXXX ) currently has an open complaint with Receivable Solutions INC. and the case Analyst : XXXX XXXX, is currently awaiting response from Receivable Solutions INC. Receivable Solutions has been unprofessional with XXXX and XXXX. They told both XXXX and XXXX the bills would be sent by XXXX. The bills were sent in a hand written envelopes with no company name .XXXX was not made aware the bill came from LMCs collection agency until the bill arrived for XXXX . The bills sent does not have the interception amount with all balances and dates, which is required by law. When XXXX finally got his bill after several request he discovered the bills were sent by Receivable Solutions INC. This placed XXXX as being dishonest with both XXXX and XXXX. XXXX did tell XXXX that in his reply XXXX would not return the money and continue future collection ; and after his statement, XXXX told him the collection was placed in error and must return the money. XXXX, Receivable Solutions INC, Supervisor also told XXXX on his recorded line I did not care about these debts being out of limitations, take us to court, do what you want, you will not get any of the money back and future interceptions will be placed until the debt is paid in full for XXXX. XXXX and XXXX are hoping by reporting this issue to both state and federal officials would help get the justification and have their money returned due to collections placed unlawfully, being out SC limitations.

On XX/XX/2022 I received a letter by Receivables Solution attempting to use the Setoff Debt Collection Act to seize my taxes on time barred debt. When I protested about the letter because it was dated XX/XX/2022, I received response that 30 day limit was expired and that my protest was denied. Along with the response was copy of bills which showed that statute of limitations was expired for taking legal action against medical debt in SC pursuant SC 15-3-530. In review of the Setoff Debt Collection Act SC 12-56, nothing within the statute can be construed to make void either the State Statute or Federal Statutes in collection of debt. The SCDOR administrates the act and clearly and explicitly state " The SCDOR does not impose an age limit on debt received from claimant agencies. However, claimant agencies are required to follow any state or federal regulations imposed on their agency 's collection practices. For example, if federal regulations state that housing authorities can not actively collect on debts older than 12 years, then housing authorities can not submit debts over 12 years old to the SCDOR for Setoff Debt or GEAR participation. '' Therefore collection of medical debt is limited to three years and any action would be construed as illegal pursuant to SC Law. 1006.26 makes it illegal for a debt collector to bring a legal action against a consumer for time barred debt. Receivables also has violated the Fair Debt Collection Act 1692-1692 p furnishing false information to the consumer by not listing its name and address on the envelope or letter. The debt collector also has failed to give consumer notice that the communication was from a debt collector. Furthermore, XXXX XXXX XXXX has failed to provide due process by not following the required notifications to SCDOR that a protest has been filed and setting up a hearing date. Please note that exhibit rec-lex page 1 list XXXX XXXX XXXX XXXX and not Receivables Solution as noted in calling numbers listed on letter XXXX and XXXX -- see attache XXXX and also have larger recording per request of other listed on letter. See Bad Debt Policy which explicitly states that debt collection over 120 days is handled by outside debt collector. See also screen shots from SCDOR website ~ https : //dor.sc.gov/about/setoff-debt-and-gear ~ defining statute of policy in collection of debt including time barred debt and notice requirements for due process when protest filed. NOTE : XXXX includes all communication involving this including letter to be sent after filing complaint -- shows initial letter, protest, denial of protest with list of debt showing time barred debt. I am trying to verify the validity of an alleged debt. Every time I contact the debt collection agency they state they need more information to look into it. However, when XXXX or the CFPB contacts them they're able to verify the debt with no issues. I want the debt collection agency to either send me validation of the debt or remove it from my credit report. I never received any notice that this item was being reported on my credit report. I sent a letter to Receivable Solutions LLC on XX/XX/2021 disputing a debt. I provided them with the amount, the original creditor, and a partial account number that I retrieved from my XXXX credit report. Receivable Solutions LLC received the letter XX/XX/2021. They responded via a letter dated XX/XX/2021 requesting the " guarantor 's SSN or date of birth, guarantor 's address and telephone number, name of health care provider. '' I can not provide this information since I do not know what this is for. Additionally, I'm not obligated to provide this information. I disputed the debt with XXXX on XX/XX/2021 and provided them with a copy of Receivable Solutions LLC 's letter stating they could not " identify the correct account. '' This dispute was not changed on XX/XX/2021 because Receivable Solutions " certified to Experian that the information is accurate. '' XX/XX/2021 I filed an initial complaint with CFPB ( XXXX ). Receivable Solutions LLC stated they were able to locate the account, but the account was " not credit reported by [ their ] company. '' And " the matter is considered closed in [ their ] office. '' However, this is not true. The matter was and currently is reported to XXXX. I submitted a comment to this effect. CFPB did nothing with this information. So I submitted another dispute to XXXX on XX/XX/2021 with a copy of the CFPB complaint where Receivable Solutions LLC states that this matter is " not credit reported '' and requested it be removed from my credit report. On XX/XX/2021 XXXX closed the dispute without removing the account because Receivable Solutions LLC " certified to XXXX that the information is accurate '' despite the fact that they told the CFPB the item is " not credit reported. '' Receivable Solutions LLC is required to validate the debt upon notice of my dispute. They did not due so. They stated they couldn't locate the account. However, Receivable Solutions LLC certified the debt as accurate to XXXX twice so far. They then lied to the CFPB and stated the debt was not " credit reported '' even though it was. Receivable Solutions LLC is very clearly a bad actor in the debt collection industry that will continue to violate Federal law until they are held accountable.

On XX/XX/2022 I received a debt collection notice from Receivable Solutions, LLC ( RS ) XXXX XXXX XXXX XXXX XXXX XXXX XXXX SC XXXX. They were attempting to collect a {$270.00} medical bill. I called Receivable Solutions on XX/XX/2022 to dispute the charge however I stated that I was " making a complaint '' about the charge. The RS operator said that I had to make the complaint with the provider, which I did do. I was advised the next day by a third party legal advocate that I needed to " file a dispute '' with RS not " make a complaint. '' XX/XX/2022 at XXXX am I filed a dispute in writing ( email ) to RS at the email address provided by RS in their letter. I did not receive any response from RS to date. Yesterday XXXX I was completing paperwork for a loan, when I found that RS had reported this disputed debt to the credit bureaus. Also, yesterday afternoon I received a letter from RS stating " we did not receive a response from our previous letter '', which indicates they chose to ignore my dispute filed XXXX, and this letter demand for payment was dated XXXX. When I called RS this afternoon to remedy this issue, they said that disputing the debt did not prevent them from reporting it, they further stated that they had 30 " business days '' to respond to the dispute and they were allowed to report it to credit bureaus even while it was disputed. The operators supervisor had no knowledge that I had even filed dispute and had to ask me how I filed it. Once I explained it was an email she made the excuse that they had 30 business days but still never acknowledged whether or not she had seen the dispute. She said that if I paid the total amount requested they would remove it from the credit bureau, simply ignoring the fact that I was disputing the bill. The timeline is as follows : First Letter received XX/XX/XXXX, XXXX First call to RS was made XX/XX/2022 at XXXX am.. Follow up dispute email was sent to XXXX XX/XX/2022 at XXXX XXXX XX/XX/2022 I was notified they had reported negatively to credit bureaus, also I received a letter from RS that same day dated XX/XX/2022 stating they " did not receive a response '' ( not accurate ) I called RS this morning ( XX/XX/2022 ) they ignored my complaint related to the dispute and attempted to persuade me to pay the disputed debt by refusing to remove credit reporting unless I did so. They audio recorded the entire conversation and should have record that they attempted to persuade me to pay it today even though it was disputed and attempts to collect the debt during the dispute should have ceased.

The complaint started with the physician 's office and XXXX XXXX XXXX XXXX. The physician sent my blood samples directly to the hospital lab even after i asked they hold the samples till the end of day so I could check which of the two lab options my insurance company offered was the less expensive option as I was still trying to fulfill my deductible for the year. The doctor 's office is affiliate with this hospital and therefore my bloodwork was automatically sent to the hospital - the more expensive lab option. My responsibility was {$310.00}. The competitor lab was the second option the doctors office could have sent the samples to since the practice also had an account with them and they were also in network with my insurance company. The competitor lab charges would have been {$120.00} for the same batch of bloodwork. I tried to negotiate with the hospital to " match '' the competitor fees and they refused. They were willing to go down only {$100.00} so my balance would have still been {$210.00}. This was a " spot quote '' by the hospital and i was expected to give them a card number on the spot if I wanted the discount. Since I was driving when they called, I could not oblige. They sent me to collections - RSI. RSI first contact with me was by phone was XX/XX/2018. I called back in XXXX and asked for a Debt Validation Letter since I never received one in the first place. The woman I was speaking with on the phone did not know what a Debt Validation Letter was but said I would receive one in the next 7-10 days. What I received almost one month later was an envelope with insufficient postage ( the post office actually stamped the missing postage and circled it - see attached ), my actual medical tests with my medical results AND another patients medical tests and reports ( a pathology report ) attached to mine. This individual is in no way someone I know or am related to. Both reports had medical diagnosis, and other sensitive information such as DOB, SS #, addresses, insurance company names, and so forth. I wanted a Debt Validation Letter. Instead I received my medical tests and an unrelated parties medical tests - from a collection agency mailed to me in an envelope with insufficient postage. I wonder how the elderly man who's pathology report I received would feel if he know I was privy to his most sensitive personal information and condition due to RSI 's incompetence. I mailed a Dispute Letter ( see attached ) and received back yet another " we did everything we were supposed to do and pay up '' demand. See attached.

My husband and I owed XXXX XXXX medical bills and some of it were sent to the collections agency RECEIVABLE SOLUTIONS. In both patients, we had XXXX auto-debit our bank account. On my account, I have Receivable Solutions auto-debit my bank account. My husband 's collection agency amount was not on auto-debit nor was it being paid because XXXX XXXX told him not to worry about it for now and not to pay it. Our medical bills go back late XXXX to XXXX. In any case, on XX/XX/XXXX, I went online to pay ALL OF WHAT WE OWE XXXX XXXX - both my husband 's and mine. Then, on XX/XX/XXXX, I called Receivable Solutions directly and asked for the grand total of his account and how much longer did we have to pay for it. I do not remember the actual figure but it was not {$900.00}, it was less. I was told that if I pay right then and there, that they were going to give me a 20 % discount and it totaled to {$700.00}. I PAID IT and I kept asking the person if I owe anymore for his account and I was assured that ALL WAS PAID OFF. Today, XX/XX/XXXX, I go to see my husband 's XXXX XXXX online account was showing that we still owe Receivable Solutions {$230.00}. I called them right away and I was even told that the actual amount we owe them still was {$760.00}! That they made a mistake and missed an account ( charges )! Meanwhile, we had received NO documentation, NO communication from them about it. It was a surprise. And furthermore, to my horror, they did the same thing with my account with them! After I fully paid my husband 's amount that we owe them, I next fully paid mine. And my XXXX XXXX online account today was showing that I still owe them money! It is ridiculous! We received NO CALLS, NO COMMUNICATIONS, NO DOCUMENTATION of said " mistakes. '' Please help us. We are good payers and we are regular hard-working people. I believe Receivable Solutions is scamming us. Please help.

I, on behalf of my husband, called XX/XX/2019 to inform Receivable Solutions, Inc. upon receiving a letter ( dated XX/XX/2019 ) that the account about was already paid off through the hospital. A mix up in accounts had caused a delay in payment being posted and the account was current. The lady who took my was rude, interrupting me, and refusing to allow me to talk. When she said her name it was muddled. As I tried to explain the mistake that had caused the issue, she interrupts me to say I have an account in collections as well. I explained that I was not aware of this account, but that shouldn't be. She was condescending about having her supervisor " check into '' the information I had provided about payment being made directly to the hospital. I asked if I could speak directly with that supervisor. She then said that if someone was there to talk me as if no supervisor was available to talk to me. After being on hold for several minutes, XXXX answered, who identified herself as a supervisor. I told her about how I was treated by the first lady. The supervisor apologized for me not being treat to " my expectations '' and said she would talk to the lady who took my call. After concluding my business matter ( putting my husband 's account on hold until the information I provided could be verified and closing my account ), I again asked about discussing customer service with the lady I spoke to earlier. The supervisor again said that she would talk with her. I asked if the supervisor could provide a follow-up about the matter. The supervisor then told me that she would replay the call and talk to her. I asked third time for a follow up on customer service training and she told me that she doesn't call customer 's spouses back. After I reminded her that I was a customer also, by her own admission, she said doesn't call anyone back about reprimands.

I received credit alerts from : XXXX, XXXX, and XXXX that debt collectors Receivable Solutions flagged my accounts for collection. Debt collectors Receivable Solutions flagged my credit file with inaccurate collection Department / Agency / Attorney information on XX/XX/XXXX. The account was opened on XX/XX/XXXX : I have not received any good or services from debt collectors Receivable Solutions and I do NOT now nor have I ever agreed to debt collectors Receivable Solutions to report to my credit files. I did not receive any documentation from debt collectors Receivable Solutions to allow debt collectors Receivable Solutions to verify the accuracy of the data before placing their account with the credit bureaus for collection. I mailed debt collectors Receivable Solutions a certified letter and it was received XX/XX/XXXX at XXXX XXXX. On XX/XX/XXXX I gave debt collectors Receivable Solutions a curtesy call verifying that my letter was received, it was received and confirmed by XXXX then I was transferred to XXXX. XXXX informed me that the call was recorded and that it was an attempt to collect a debt after I informed her my call was indeed a curtesy call for mail delivery she then informed me that the account was closed on XX/XX/XXXX ( yet it is still reporting to my credit files ) I asked XXXX how could this be an attempt to collect a debt from a closed account and I never agreed to an account in a first place. She mentioned the hospital that received compensation for my stay and I asked again who gave debt collectors Receivable Solutions my information. XXXX then asked if the line I called from was a good contact number, I clearly stated that Receivable Solutions nor any authorized representative of Receivable Solutions have permission to contact me on the phone.

Upon pulling my consumer financial report I discover that there is information that is deemed to be fraudulently reporting from this company. On XX/XX/2021 I sent certified mailing informing them of these fraudulent actions. I have discovered that this debt collector Pursuant to 15 USC 1692 ( a ) have violated my privacy completely. I did not provide this debt collector with direct consent that they could contact me via mail or any other communication which is required pursuant to 15 USC 1692c ( a ). When looking at the amount owed on my consumer credit report pursuant to 15 USC 1692e ( 2 ) ( a ) the character and the amount is misleading to the amount, reporting on my report is of a positive balance which is a misrepresentation. This company also seems to have committed identity theft due to myself never doing business with them about this matter and purchasing my information concerning me as a consumer in order to collect on a debt pursuant to 15 USC 1692e ( 10 ). I did not provide this debt collector with direct consent that they could contact me via mail or any other communication which is required pursuant to 15 USC 1692c ( a ). I notice that this company showing on my consumer report as a charge off which is also a violation pursuant to 15 USC 1692e ( 12 ) and has damaged my reputation and have also hindered me to obtain certain jobs due to being present on my consumer report. I have attached documentation that I have sent to this company concerning this matter.

We 'd been making regular payments for a health expense since last year. Early this year, the payment checks sent were not cashed for months and the balance was not updated to reflect that. Bills were also sent sporadically. RECEIVABLE SOLUTIONS decided that this meant that we were past due and sent us a letter stating that our account would be sent to collections in 10 days. I had absolutely no confidence that even if I sent them a check, that it could be processed within the 3 business days ( when you subtract weekends and mail transit time ) because they have historically waited months. So I called before they sent the account to collections and they informed me I had to pay that day. They completely acknowledged that the checks were not always cashed in a timely manner by them, but refused to cancel sending the account to collections. So I paid the full balance right then to be rid of these people using my personal credit card instead of my tax sheltered HSA account, costing me about XXXX % extra. There was probably also an extra fee tacked on for paying by phone. I have a credit score of XXXX and have no problem whatsoever paying my bills. This company is using the threat of collections based on their own poor processing of payments. They have fully earned and deserve a harshly worded letter from CFPB telling them that a payer can not be considered delinquent due to the payee 's own slow payment processing.

I was contacted by Receivable Solutions, Inc. in XXXX, SC about medical bills. I received my first statement XX/XX/2020 showing a balance of {$3400.00}. I made a payment of {$100.00} in XXXX, XXXX, XXXX, and XXXX of {$100.00} each month. The next statement I received was dated XX/XX/2020 with a balance of {$3000.00}. I sent a payment in XXXX of {$100.00} and received an XXXX statement with a balance again of {$3000.00}. The next statement was dated XX/XX/2020 with a balance of {$690.00}. I sent {$100.00} payments in XXXX, XXXX and XXXX. The payments in XXXX and XXXX were never deposited. They contacted me in XXXX and I asked them at that time for a printout showing the payments I had made and how they were applied. I have received nothing from them since. Today they called me and told me I needed to make payments. I told them I won't make another payment until I receive a statement of some kind and reminded them that my two payments were never deposited. The girl on the phone made excuses about how the mail has been unreliable because of the pandemic. This company has no website to check your balance. There's no way to make an online payment. I can make a payment over the phone with my debit card but get no receipt or statement to show the payment was made. I do not trust that this company is honest or legitimate. Their communication with me has been so erratic that I don't believe them to be a reliable business.

I received a letter in the mail on XX/XX/2019 from Receivable Solutions , Inc. stating that I owe an amount of {$3100.00}. In that letter it stated that the debt is assumed valid by the collector unless I dispute it within 30 days of receiving the letter. On XX/XX/2019, I wrote and sent a validation of debt letter to them. In that letter I asked them provide me with competent evidence that I have any legal obligation to pay them and to provide me with the following : 1. An explanation of what the amount owed is for and how it was incurred. 2. An explanation of how this amount was calculated. 3. Copies of any documents that show I agreed to pay this amount. 4. A verification or copy of any judgment if applicable. 5. An identification of the original creditor. 6. Proof that the Statute of Limitations has not expired on the account. 7. Proof that you are licensed to collect in my state. 8. Provide me your license numbers and Registered Agent documentation. I also stated in the letter if their offices fail to respond to this validation request within 30 days from the date of your receipt, all references to this account must be deleted and completely removed from my credit file and a copy of such deletion request shall be sent to me immediately. I sent the certified letter so I saw when they received it and I never received a response.

Last XXXX my daughter was taken to XXXX XXXX XXXX. She was an out patient. At the time of Service she received XXXX XXXX XXXX which is essentially XXXX. I received a letter through XXXX XXXX Saying that they approved and would Cover 100 % of her treatment. Now I am receiving bills from XXXXReceivable Solutions. If a bill is owed then that means someone didn't do their job. Not that I neglected to pay. I have communicated this multiple times. Not only did she have XXXX but she also started receiving XXXX half way through her treatment there which was reported to them but according to XXXX, XXXX never filed a claim. I am officially disputing the debt on the grounds that It is not My fault if XXXX employees didn't do their job. I do not owe this debt. If they didn't get payment they need to take it up with the insurance companies. I also have charity through other hospitals. I have provided that as well below. I would think if I qualify through one I would qualify through the others. I have attached however the copy of the XXXX insurance cards and proof that a claim was never filed by XXXX. I will once again reiterate that I gave them the information while she was still in treatment. the made copies of the card but they told me that XXXX XXXX approved the treatment all the way through. XXXX XXXX also confirmed it.

I had a medical bill go into collections with Receivable Solutions. I tried to contact them in writing ( via email ) if they had a way to make payments online. The only response i received is that I had to call them. I went ahead & mailed in a payment for {$100.00} in XXXX. Did not receive any further statement from them showing me my remaining balance & payment options. They then start calling me. No message left, the only way I knew it was them was by doing a XXXX search. I sent a 2nd email on XX/XX/20 asking how to receive a second statement and again asked if they offered online payments. Again, they refused to give me any information IN WRITING and told me I had to call. When I deal with debt collectors, I want everything in writing to know that the debt is legitimate. I want Receivable Solutions to send me an updated statement showing my balance after payment has been made. If they can not provide me with this, then I will contact the hospital 's billing department directly. I do not understand how a company can not provide simple answers to simple questions via email. Don't have an email address for customer 's to contact you on if you're not going to use it to answer their questions. Horrible customer service & it makes me question their legitimacy.

Have account with XXXX XXXX XXXX XXXX - XXXX. Original bill was {$1200.00}. Insurance paid {$900.00} leaving an approx XXXX balance. I have made regular payments on this account and have a balance of {$100.00}. They turned this over to collection agency. They encourage you to go through the website and pay on XXXX which I do every other week. When you pay it does not give you the option of which billing, which invoice it just takes the payment. They state that all of my payments have been going to this account with they turned over to the collection agency. They are doing the same thing to me on the hospital billing it shows I owe {$1600.00} which I have been making regular every other week payments. The portion that they applied my payment to they have turned over to collection agency for {$1100.00}. My balance on my account with them still shows {$1600.00} which includes this {$1100.00}. So they are telling me I have to keep making payment to them on the {$1600.00} and call and make arrangements for payments to the collection agency for the {$1100.00} as well. None of this makes since nor is it fair. I have made payments they have applied them where they want them to go and they turn them over to collection with no notice. What can I do??

This is a violation of Fair Credit Reporting Act ( FCRA ), 15 U.S.C. 1681 et seq. I received a collection notice from Receivable Solutions , Inc . This agency is attempting to collect on two combined medical bills ( {$880.00} & {$1000.00} ) owed to XXXX XXXX XXXX. Since I applied for medical financial assistance, and awaiting approval, I was informed by XXXX ( XXXX XXXX XXXX ) and the billing department to pay at minimum {$5.00} on the bills to prevent to going to collection. I paid on both combined bills in XXXX., XXXX., and XX/XX/2020. The checks in XXXX. and XXXX. were cashed/accepted as payments. Besides the fact that the amount of the bills the agency is attempting to collect are inaccurate, these bills shouldn't be in collection in accordance to XXXX XXXX payment agreement and the Fair Debt Collection Act ( exceeds the amount owed ). XXXX XXXX shouldn't have sent the bills to Receivable Solutions. This complaint is against XXXX XXXX Billing Departments as well as Receivable Solutions. Please also see attached copies of checks and agency 's collection letters. I also taped recorded every conversation with XXXX XXXX employees regarding the bills, which can be shared.

On XX/XX/2018, I went to XXXX XXXX XXXX XXXX in South Carolina. I was on vacation and live in New York State. Upon arrival I noticed that I had left my insurance card at home and was unable to provide the hospital with any insurance information on that day. After providing the hospital with my insurance information my insurance company notified me that I had a duplicate account causing an error and causing the bill from the provider to not be paid. I called my insurance company some time in XX/XX/2018 to get the problem resolved. I was told that they would take care of it, the bill from the provider would be settled and that there was no further action that I needed to take. My next Health Statement provided on XX/XX/XXXX for the month of XX/XX/XXXX shows that the bill had been partially paid and that I was liable to pay the provider ( XXXX XXXX ) {$0.00}. Several months later, I received a letter in the mail from a collection agency in XXXX, South Carolina stating that XXXX XXXX XXXX Hospital had passed my bill on to them. The amount that is stated that I due is the full amount of {$2300.00}.

Receivable-Solutions INC was made aware on XX/XX/2019 that I disputed the validity of the medical debt they were attempting to collect. However, they refused to send the debt validation required by the Fair Debt Collection Practices Act. Further the party responsible for any debt was being negotiated between the doctor patient and insurance. Statute requires 180 days from the date of first delinquency before posting debts to credit burrows to allow for processing of insurance. This was not observed. Further the date of first delinquency reported to the credit agencies is inaccurate, and Receivable-Solutions was made aware of this. I ask the information be removed from my credit files. I have offered to pay Receivable-Solutions to remove the inaccurate information and have contacted them several times asking for validation of the debt and explained the inaccuracies. However they have been unwilling to provide me information or remove the misleading and inaccurate information from my record.

I received a debt collection letter from Receivable Solutions for an amount and date of service that I know nothing of. I request debt validation several months ago. I have contacted by phone to explain the situation. They agreed to contact the bureaus to have it removed but it still is reporting. Not only is this a violation of the FDCPA it's also a violation of HIPAA. This company can not and has not produced any proof that I'm legally responsible for this specific debt. I question the signature on the HIPAA treatment consent form as a fraudulent signature but this company continues to report and collect on this debt that is not mine. I even submitted my police report to this company to verify my information was compromised. They still continue to violate the law and is causing me damages and ruining my good credit and name. this company should be investigated for their negligence in the handing of this dispute

Consequently, XXXX XXXX XXXX billed XXXX XXXX XXXX and received immediate compensation, leaving a balance due of {$1800.00}, which is their co-pay amount. Received notice from Receivable Solution about a debt that I questioned. I sent them a request for validation including but not limited to a contract or signed authorization in concern to HIPAA violation by certified mail. Yesterday I received a letter back from them signed by XXXX XXXX. The letter including a print out with my personal information and medical costs and treatment without no signed contract or authorization with my name on it. Medical records are confidential and should not be shared with third party without the patients permission in which no permission was given. With that being said Receivable Solutions is in violation of the FDCPA and if they continue to attempt to collect this debt and report it on my credit reports they will be in further violation. Please make note of this complaint and help me to resolve this matter immediately without any further damage.

Receivable Solutions LLC XXXX I receive calls nearly every day from this company, they never identify themselves in voicemails so I researched the number and it comes back to Receivable Solutions. They leave messages indicating I owe a debt and never indicate what it is for. I have an excellent credit score and owe nothing to this company. I have asked them to stop calling. As soon as I pick up the phone they refuse to identify themselves and ask for me to very my address and provide CC information. I'm not sure what kind of scam this is but I assure you I owe them nothing. After researching their name they appear to offer collections for XXXX Hospital, any medical bills that would be billed to me by XXXX were paid to XXXX. I am exhausted by their constant calls and tactics. I think they are trying to get duplicate payments for items already paid to the hospital!

No where in the letter does it state that any payments made in this period would not be applied to the settlement amount offered. Please investigate these false statements and what I consider to be unfair practices against the consumer.

I saw a collection debt on my credit report. I disputed it with XXXX. They " verified '' the debt. I sent a letter to the collection agency disputing the debt with the amount owed, my name, the original creditor, and a partial account number. The collection agency responded that they were " unable to identify an account in [ their ] database. '' They requested I send them additional personally identifiable information to assist me. I then sent their letter and the one I sent them to XXXX to dispute the debt and have it removed since the creditor can not verify the debt to me without additional information, but can somehow verify it to XXXX. I am under no obligation to provide my personally identifiable information of a collection agency that may or may not be trying to collect a valid debt in order to verify the debt.

On XX/XX//2023, I received a letter from Receivable Solutions XXXX ( XXXX ) attempting to collect a debt that I do not owe, in the amount of {$40.00}. The letter used an aggressive and accusatory tone, and makes remarks that are duragatory to my character, to attempt to coerce me into calling them or outright sending them money to pay the debt. This is the first such a letter I have received from XXXX. The letter also fails to mention my right to dispute the debt, or the requirement to do so in writing. I have already contacted the original creditor to verify the debt, and they confirm no such debt exists. They also confirm that the services of XXXX have not been engaged in any debt for me.

I had a collection for XXXX XXXX reporting by Receivable Solutions. They have been extremely rude in trying to contact me. They threatened my job and my property ( which is not legal in XXXX that I am aware of ). It is currently being reported at {$1000.00}. The original debt amount is reported at {$1200.00}. The SC Dept of Revenue withheld {$1100.00} for this specific bill from my state tax return. I have the proof. Receiveable Solutions refuses to take it off. I have contacted them and contested it through the credit bureaus. They won't do it. This has happened before and it aged off. I am trying to buy a home. It is ridiculous. I have the documentation that it was paid.

RECEIVABLE SOLUTIONS did not have my consent to communicate with me prior to this alleged debt. I do not know who RECEIVABLE SOLUTIONS are nor do I wish to pay any alleged debt. This isn't even my debt. RECEIVABLE SOLUTIONS obtain my private information and created an account in their records. That is a violation. Stating a consumer owe any alleged debts is also a violation. What RECEIVABLE SOLUTIONS are doing is false and misleading as well as unfair practices. I am attaching a cease and desist letter as well as an invoice. Pay the attached invoice to compensate me for every violation pursuant to 15 USC 1692k civil liability.
