This complaint includes two related problems pertaining to the security freeze status of my NCTUE credit file. -Problem 1. Lack of freeze despite receiving a confirmation and pin in XX/XX/XXXX. On XX/XX/XXXX I used the nctue.com ( which linked to exchangeservicecenter.com ) website to place a freeze on my NCTUE credit file. To place the freeze I directly provided the requested information of : my first and last name, my DOB, my full SSN, my current address with a ZIP code of XXXX and my most recent previous address with a ZIP ode of XXXX where I last resided in XXXX. The information that I provided was accurate and contained no misrepresentations. At the completion of the process the website provided me with a .pdf document confirming my NCTUE credit file freeze with a date of XX/XX/XXXX and listing my name, my current address with a ZIP code of XXXX that I had provided during the freeze process and a pin number ending in XXXX. My address has not changed since my freeze request of XX/XX/XXXX. Believing the freeze of XX/XX/XXXX to be in effect for my NCTUE credit file I visited nctue.com on or about XX/XX/XXXX to explore my options for potentially temporarily removing the freeze on my credit file. At nctue.com ( which linked to exchangeservicecenter.com ) I directly provided the requested information of : my first and last name, my DOB, my full SSN and my current address with a ZIP code of XXXX. The information that I provided was consistent with the information that I provided on XX/XX/XXXX. After submitting the information the NCTUE service indicated that, " Your National Consumer Telecommunications and Utilities Data Exchange ( NCTUE ) Data report is not Frozen. '' This was surprising and concerning since I have nothing in my personal records to indicate that I ever requested to remove the XX/XX/XXXX freeze of my NCTUE credit file and I do not believe that I ever requested a permanent removal of the freeze. I believe that NCTUE may have failed to properly cause my freeze request of XX/XX/XXXX to come into effect or may have improperly lifted the freeze without my direct request and without notifying me. -Problem 2. Incorrect address shown on freeze confirmation of XX/XX/XXXX. On or about XX/XX/XXXX, now believing my NCTUE consumer report to be 'not frozen, ' I endeavored to place a freeze. I visited nctue.com ( ( which linked to exchangeservicecenter.com ) I directly provided the requested information of : my first and last name, my XXXX, my full SSN and my current address with a ZIP code of XXXX. The information that I provided was consistent with the information that I provided on XX/XX/XXXX and XX/XX/XXXX. After receiving the message, " Your National Consumer Telecommunications and Utilities Data Exchange ( NCTUE ) Data report is not Frozen '' I selected the option to " Place a freeze. '' At the completion of the process the website provided me with a .pdf document purporting to confirm my NCTUE credit file freeze with a date of XX/XX/XXXX and listing my name and a pin number ending in 10 but with an historical address with a ZIP code of XXXX where I have not resided since XXXX and which I did not provide during my freeze request. Presently, I am left to wonder if my freeze request has in fact been accomplished and why my historical address was used in the purported confirmation dated XX/XX/XXXX. NCTUE 's freeze process seems to me to be error-prone and unreliable.

I would like the National Consumer Telecom & Utilities Exchange ( NCTUE ) investigated. I am unable to get in contact with them. Perhaps they are a shell company set up for some illegal tax scams??? My efforts to contact them are useless! In an effort to help prevent identity theft, my wife and I tried to get various credit reports frozen. We contacted NCTUE to freeze our NCTUE credit reports that they have on file for us. We expected them to respond with a PIN # to unfreeze our credit reports if ever needed. Our efforts to get any kind of communication from this company failed again and again. Perhaps they are criminals hiding something. Perhaps they are super incompetent in performing their basic clerical jobs. I dont want to be narrow minded and think out of the box a little ; perhaps they both incompetent and criminals. On or around XX/XX/2019, I tried freezing our credit report by using their website ( https : //www.exchangeservicecenter.com/freeze ). Their website for accomplishing a freeze DID NOT WORK. On or around XX/XX/2019, I tried freezing our credit report by using their telephone number ( XXXX ). This telephone number to freeze things DOES NOT WORK. On XX/XX/2019, I sent to them two letters via certified mail requesting a freeze of our credit reports. According to my local U.S. Post Office, at least one letter ( probably both letters ) was delivered to them on XX/XX/XXXX at XXXX XXXX. The two separate certified mail letters ( one for me, one for my wife ) provided our names, our signatures, address, date of births, social security numbers, home telephone number, e-mail addresses and a copy of a recent utility bill. In the letters I warned them that their website and telephone number to freeze a persons account were not working properly. I told them using the U.S. mail system may finally be the only way to contact them. They have NOT responded as of XX/XX/2019. I dont believe in an eye-for-an-eye. If someone takes my eye out, Im probably going to take their head off, just to make the world a little better place. Maybe the NCTUE has lost our personal information, and that information is now available to identity thieves. Of course, I could always travel directly to the NCTUE headquarters in XXXX, Georgia and let my physical presence make it very clear what needs to be done. They better think about it, smarten up, and start responding to consumers. Duh! Whoever you are at the NCTUE, wake the XXXX up!!!! Youre welcome.

I received a call from a New York number claiming to be a process serving company and stated that I needed to call another number before I was served with a civil complaint lawsuit. When I called the number it turned out to be XXXX XXXX I spoke to a young lady who claimed I had a pending lawsuit in their office. I asked how I had a lawsuit from them and she its through XXXX ( SP ). I informed her I didnt know who XXXX was and she named off various communication companies they served. I then asked her how I owed them money and she said I owed it XXXX but if I didnt want to resolve it I could just wait to be served by my county. When I questioned her about the validity of the company she hung up on me. When I called back and asked to speak to a supervisor I spoke to a XXXX XXXX who claimed to be the manager of the young lady I was just speaking to. I asked her the same questions and she told me they did not have any of the information to verify I had an outstanding debt. When I asked when this debt occurred she said she did not receive that information. I informed her that I was told they were a law office and they were the ones filing the lawsuit. I again asked her when the lawsuit would be filed because I should have the right to know if someone is filing a lawsuit against me. She said I would have to wait until I was served and hung up. The third time I called I spoke to XXXX XXXX who also claimed to be a supervisor. I also asked him to provide me with something stating the validity of the debt and he claims that it was sent out on XXXX XXXX XXXX and was scanned at my mailbox before it was delivered. My name is XXXX XXXX and I work for XXXX XXXX, an identity theft protection service. Since XX/XX/2019, we have acted as Power Of Attorney for XXXX XXXX. XXXX is a victim of identity theft and one of the actions the identity thief took was opening a XXXX account on XX/XX/2019 under XXXXXXXX XXXX name and SSN. On XX/XX/2019, via a conference call to XXXX, XXXX and I made XXXX aware that the account was opened fraudulently in XXXX 's name. XXXX has since cleared the account as fraud on their end, and have provided ticket # XXXX as confirmation, yet the account and two associated inquiries are still showing on the National Consumer Telecom & Utilities Exchange. I sent a dispute to XXXX and the National Consumer Telecom & Utilities Exchange on XX/XX/2019 and then again on XX/XX/2019. In both cases I sent power of attorney, proof of address spanning many months, drivers license, W-2 as proof of social security number, police report, and FTC ID theft affidavit. These were mailed by the post office. I am attaching them to this Consumer Financial Protection Bureau complaint. On XX/XX/2019 XXXX left a VM for me confirming they received a complete fraud dispute packet and an investigation has started. Both disputes to the XXXX XXXX XXXX XXXX XXXX XXXX were replied to by simply sending me a credit report and confirming a fraud alert was added. The removal of the fraudulent XXXX records was not completed and no explanation was provided. On my second request, I advised it was my second request, and that if necessary, my third request would be sent to them through the Consumer Financial Protection Bureau. On XX/XX/2019 the XXXX XXXX XXXX XXXX XXXX XXXX sent another credit report and it still shows XXXX inquiries and a delinquent account with XXXX. These need to be removed as they are a result of fraud and I have provided all necessary documents to clear it as such, as early as XX/XX/2019. Today XX/XX/2021, I received a letter from the XXXX XXXX XXXX XXXX XXXX XXXX stating that " within the last 12 months we have at least one report that added negative information to your NCTUE file '' and that I have the right to obtain a free copy of my file from them. I contacted the phone number they listed on the card and was answered by an automated system. I followed the prompts, and the system said my request could not be completed. I tried again and got the same result. I tried again and clicked 0 in the hopes I would get a representative, but that line seems to only be automated. It gave me instructions to mail a request to the company to receive my free copy. Those instructions were to send a copy of my social security card, a copy of my drivers license, a copy of my utility bill, my DOB, and a list of the addresses I lived at in the last 5 years. To be frank, because their system could not complete my request over the phone, I am already worried that the NCTUE has collected fraudulent information on me, and I will not open myself up to more fraud by sending sensitive documentation to them through the mail. Because of this, I really need to get in contact with a real person at the company, not just their limited automated system. I did try to reach them in other ways. Their letter stated they are managed by XXXX but are not owned by XXXX, so I called XXXX to see if they could direct me to a NCTUE representative, but they only gave me a phone number that went to XXXX XXXX XXXX, who did not pick up the phone. I would like to receive my free report ASAP in order to counteract any fraud being committed against me, and I would like to do so without sending them a copy of my Social Security card. I have never heard of this company before and don't trust them to dispose of it properly, especially given their poor service so far. I also think this could have been easily resolved if they had made a representative available.

XXXX XXXX XXXX XXXX has started processing your dispute request for your telecom and utilities exchange data report for the referenced Confirmation Number. I sent a written request to the National Consumer Telecommunications and Utility Exchange , Inc. asking for my consumer report and numerical score, as allowed under the FCRA. On XX/XX/XXXX I received XXXX letters from the NCTUE. XXXX contained my report ( Conf # XXXX ) ( which had errors, but has since been corrected ) ; the other ( Conf # XXXX ) did not contain my requested numerical score, but instead a letter claiming, Based on the contents of your NCTUE data report as of XX/XX/XXXX, your score is unavailable. In order to calculate a score, the NCTUE data report must contain at least XXXX account showing an update in the last XXXX months. I found this odd, as the very NCTUE consumer report they mailed the very same day as the denial letter included an account that had been updated numerous times within the past XXXX months. So. On XX/XX/XXXX, I again mailed NCTUE a letter requesting my numerical score. I included a highlighted copy of the consumer report they issued ( which clearly indicated my monthly power bill amount as well as my monthly payment for each of the XXXX previous months. ) More than simply sending highlighted copies, I also wrote in great detail a note explaining how theyd made a mistake. Today, I received a response dated XX/XX/XXXX with a confirmation number XXXX. It AGAIN claimis I have no score because my account reflects no activity within the past XXXX months. I now plan to freeze my credit through XXXX and XXXX but also found out in this process that many other consumer reporting agencies exist like XXXX XXXX, XXXX XXXX, XXXX, and XXXX XXXX that participate in offering or selling credit information for any and all credit inquiries as well ... ... .I believe a security alert/ credit freeze due to fraud for one institution should be issued for all agencies simultaneously ... ... .and maybe these agencies could more diligent in safe guarding consumer information without placing the burden on the consumers themselves. Additionally, the USPS also contacted me with a change of address request that I did not make. I had to go through many steps to acknowledge and cancel the request through the USPS. I went to their web NCTUE to freeze my utility credit report, I went through the whole process, I froze my credit report, and their web site did not provide me with the pin number that allows me to unfreeze or refreeze my credit report. I talked to one of the representatives after this failed, by phone, and she gave me instructions that I needed to mail in a copy of my social security card and drivers license along with my contact information, requesting that they send me my pin number by USPS mail. I sent the information in as well as applied tracking at the post office to confirm that they received my request, I checked several days later on the USPS website I received confirmation from the USPS website that my letter was received by NCTUE. That was on XX/XX/2020, since I haven't received the pin number requested via USPS mail and can not reach them by phone I'm making a complaint. It's impossible to reach to reach a human being, that their phone tree is convoluted, and ultimately hangs up on you instead of connecting you to a person who can help or provide the needed information. As of XX/XX/2020, The company in question responded to my first complaint from CFPB. They claimed they were going to send the requested pin number via USPS but sent the information to the wrong address and person. They can't seem to handle the most basic of requests. On XXXX XXXX, 2017, I discovered a fraudulent tradeline from a collection agency originating from " XXXX XXXX '' I also noticed two names and a phone number I have never used on my credit report, so I completed an FTC Identity Theft Affidavit ( and police report ). The FTC provided me with an identity theft action plan, which included requesting my free credit report from the National Consumer Telecom & Utilities Exchange ( NCTUE ), because of the fraudulent XXXX account. On XXXX XXXX, XXXX, and every day thereafter ( including weekends and off peak hours, such as XXXX. ) I have attempted to use NCTUE 's phone numbers to request my credit report. On the best of occasions, I get to the point where it says it is ordering my Credit Report and then it says it can not process the request. I entered my information for utility account freeze to protect my credit. However, after I entered the information online I did not receive a 10-digit pin that is required to unlock/change options and it just went ahead and froze my information. The company does not have an answering phone and there is no email address to get help. I received a " Data Report '' from NCTUE ( National Consumer Telecom & Utilities Exchange ) dated XXXX XXXX, XXXX, that erroneously showed a late payment to XXXX. NCTUE claimed they could not open the file I submitted via CFPB and requested I email a copy of the dispute even though I had physically mailed in a copy of my dispute letter via USPS. NCTUE claimed I did not respond to them and closed my previous CFPB dispute. However, I had previously informed NCTUE representative via phone that a physical dispute letter was mailed in. In XXXX I sent copies of an identity theft affidavit ( with a police report and FTC report ), pertinent identity documents, and updated personal information to all 50 consumer reporting companies listed on the CFPB website ( using certified mail and spending over {$200.00} ). On XX/XX/2021, a letter was shown delivered to NCTUE. In that letter was a request for my full consumer disclosure, security freeze, and deletion of my information from the company. The complaint regards the NCTUE or National Consumer Telecom & Utilities Exchange. I have recently been a victim of identity theft and on my XXXX credit reports, there are many inquiries from telecommunication companies and cable companies like XXXX, XXXX XXXXXXXX and more. I received a postcard in the mail stating the following : " This letter is to notify you that within the past twelve months we have at least one report that added negative information to your NCTUE file. Today I sought to access my disclosure report from the National Consumer Telecom & Utilities Exchange by accessing the number on their website. There was no option to speak to a person except perhaps for those who are visually impaired ( which I am not ). Upon successfully verifying my identity on the electronic call service, I was told my disclosure report would be emailed to me if they had my email address on file. It is unclear whether they have my email address on file, or for example they would use this information that my utility companies have about me, and there is no option to provide this information for either a hard copy or electronic copy to be sent to me. If a service is being provided for the public good, it needs to be accessible. There's no use in telling me you provide free reports on my account if there's no way to receive it or even talk to a human to understand what's possible and ask questions.

This reporting service claims to fix errors on my report but they never reflect the corrected version ( s ). The first page of their mailing ( s ), state the correction is made but if you look at the actual report in the same mailing, it does not reflect the correction. Personally, I do n't think they have a clue as I have called them over five times about the same issues. XXXX advised me to be careful of giving these people any information. Also, I fax identification documents, police reports, etc..because of identity theft. They state they do n't have the documents I sent and then all of a sudden, out of nowhere, they find them. NCTUE continues to close out my CFPB complaints without providing any of the requested and required documentation of its investigative findings regarding disputed accounts under the FCRA. NCTUE continues to violate my rights under The Fair Credit Reporting Act and the Fair Debt Collection Practices Act by continuing to report fraudulent, inaccurate, incomplete information on my consumer file, failing to investigate my disputes and failure to provide me with proof of the investigation results showing that the alleged debt belongs to me and is 100 % accurate. I tried to place a security freeze with the XXXX XXXX XXXX XXXX XXXX XXXX XXXX according to their instructions by sending them a letter. I sent it by registered mail and received the Domestic Return Receipt stamped by them on XXXX, XXXX 2018 as proof of their receiving it. I never heard from them again. I do not know if a freeze was ever placed. After looking them up on the XXXX XXXX XXXX XXXX website I discovered many similar complaints, as well as the fact that they are not accredited by the XXXX. I tried contacting them by phone twice, once to request a credit report and once to request that any freeze be lifted. I tried to use their automated system that said both times that my request could not be processed and hung up on me. Per 15 USC 1681 I have a right to my consumers report one time per year and I have made several attempts through the website and by calling this company to obtain my consumer report. I received a letter from NCTUE on XX/XX/20 stating that a negative entry had been made on my data report. I have made repeated calls to their automated system to obtain that report and the process fails every time. It has me input my social security number and the numeric portion of my home address. I requested and received a copy of my NCTUE Exchange Service Center consumer report. I received it in the mail today. Within the report under section XXXX " Unpaid Closed Accounts '' there is a paragraph that states, " These accounts are reported as unpaid closed accounts and may remain on your report for 24 months.
