The short story is that Manor Resources dba XXXX XXXX XXXX XXXX has made 2 different title loans to me, one in the spring of XXXX and a refinancing of it in XXXX. They have never been licensed to do any lending whatsoever in the State of Florida until XXXX of XXXX, and that is only under consumer finance rules AND after they withdrew their prior applications to make loans. They were sued in Federal District Court in PA under RICO in XXXX and settled within 3 months. The point is that they solicited and made the title loans to me, and im sure to others here in FL, knowing that they were acting illegally and unlicensed. Their collections practices have always included non-stop harassment via cell phone and email. They have been informed on at least 20 occasions that they are not permitted to contact me via cell phone. Their most recent response was that they will never stop calling to collect on a title loan. They have shared information about my loan to my family members while harassing them at their home. Their loans are invalid, and I know their collections practices are illegal. They have the title to my car. They have taken my money, they have consistently attempted to cause me to default by claiming that I could pay via an online method, only to remove the option when the payment is due. They send people to my home to threaten to enter the residence when im not home and take the vehicle. Those people represent themselves as XXXX XXXX XXXX. There is an open complaint against them with the Florida Office of Financial Regulation. As of today, the FLOFR was going to ascertain why they had not responded to the FLOFR complaint sent to them. Complaint XXXX When I contacted XXXXManor Resources about the illegality of their loans and tactics they informed me that they have done nothing wrong and their loans and practices are 100 % legal. In the same email they admit that they have been lending in violation of the exact statute that they cited. I could really use your help. Thank you in advance for your consideration. ( 1 ) A person must not engage in the business of making consumer finance loans unless she or he is authorized to do so under this chapter or other statutes and unless the person first obtains a license from the office. ( 2 ) ( a ) A person who is engaged in the business of making loans of money, except as authorized by this chapter or other statutes of this state, may not directly or indirectly charge, contract for, or receive any interest or consideration greater than 18 percent per annum upon the loan, use, or forbearance of money, goods, or choses in action, or upon the loan or use of credit, of the amount or value of {$25000.00} or less. ( b ) The prohibition in paragraph ( a ) applies to any lender who, as security for any such loan, use, or forbearance of money, goods, or choses in action, or for any such loan or use of credit, makes a pretended purchase of property from any person and permits the owner or pledgor to retain the possession thereof or who by any device or pretense of charging for services or otherwise seeks to obtain a greater compensation than is authorized by this chapter. ( c ) A loan for which a greater rate of interest or charge than is allowed by this chapter has been contracted for or received, wherever made, is not enforceable in this state, and each person who in any manner participates therein in this state is subject to this chapter. However, this paragraph does not apply to loans legally made to a resident of another state by a person within that state if that state has in effect a regulatory small loan or consumer finance law similar in principle to this chapter. ( 3 ) A licensee may offer lines of credit not exceeding {$25000.00} and may charge, contract for, and receive interest charges and other charges pursuant to s. 516.031, except that a licensee may not offer a credit card.

I obtained a car title loan from XXXX on XX/XX/XXXX in the amount of {$2400.00}. The loan was for a period of 24 months at 24.88 % interest. I made each and every payment on time with no exceptions. The loan was paid off on XX/XX/XXXX. Starting about 10 days after the loan pay-off, I began calling their customer-no-service line at XXXX to inquire about the notarized documents needed to take them off my title as a lien-holder. The first customer-no-service person informed me that they have 17 days to return the title and that I should expect a document about that time ( XX/XX/XXXX ). Indeed, an envelope did arrive in the mail from XXXX. Inside was a copy of my note with a letter stating the loan was paid-in-full. The letter was unsigned and had been printed on a laser printer. The letterhead was so pixilated it was nearly unreadable. I called the customer-no-service line the next day and was told the letter could be taken to my local tag agent to remove the lien. Of course, I could see that was not true. The agent then told me that the letter was a courtesy letter until my actual documents would arrive ... now the 17 days became 17 business days. After the 17 business days had expired ( XX/XX/XXXX ) I called again and the customer-no-service agent informed me that they actually had 30 days to get my documents to me. Subsequent calls to customer-no-service I was told the documents had gone in the mail on XX/XX/XXXX. I pointed out that was a Federal holiday ( Columbus Day ) and it would have been impossible for that to be true ... the customer-no-service agent doubled down on that story and offered to provide a tracking number ... which proved to be fake. My loan agreement is with Manor Resources , LLC operating their company at XXXX XXXX XXXX XXXX, XXXX XXXX, XXXX, IL XXXX. The principal owner was XXXX XXXX. They have a one star rating with the BBB in XXXX.

I 'm being threatened with repossession over a {$10.00} late fee. I 've paid it once, because I did set up the payment late. the biggest issue is the interest rate. The rates were presented as 3 % but when I received my paperwork, the interest rate is much higher. I recently paid off any out standing debts that were not included in my bankruptcy 3 years ago. I 'm trying very hard to get back on my feet and they are completely unreasonable. I have payments sent via my credit union 's bill payer service and there was a glitch last month. the payment arrived a few days later than scheduled to this error. I provided Turbo Title dba Manor Resources with a letter confirming as such from my credit union and I was again threatened with repossession over it. My payments are always received within a few days of their due date. My due date for the loan changed from middle of the month to the XX/XX/XXXX of each month.I was originally told I could keep my middle of the month pay date as it is better for my budget. I 'm trying to pay this off as quickly as possible.

Dear Supervisor, The loan has been transferred to three different companies known as Manor Resources , LLC. and or XXXX XXXX. Three different addresses starting in XX/XX/2018. No more access to online account possible. Unknown if the payments have been credited properly to the account for the last five months. XXXX XXXX XXXX XXXX XXXX, IL. XXXX XXXX XXXX XXXX XXXX, TX. XXXX XXXX XXXX XXXX XXXX XXXX, IL. XXXX They are indeed very hard to locate since the transfers started in XX/XX/2018. Please have them send a complete payment history and provide access to the Internet. Please investigate the high interest rate of 24 %. Very concerned abut this situation!

I called several times onXX/XX/2019 to complete my loan payoff and receive my title and lien release. I was told that I would not receive my title until at least a minimum 17 days but it could be 20-25 business days ... easily more than a month from now. I explained to each individual ... including an individual who identified himself as the floor supervisor and gave his name as XXXX XXXX ... that Illinois law REQUIRED them to release and return my title within 24 hours after payoff. Each individual I spoke to refused to acknowledge law an just repeated their in-house protocol.

Got a loan through turbo tittle loan and six months later got divorced she got the car and debt now she has trade car in and they are calling me and harrassing me talk to guy on phone told him not to call me again and his answer was he will all day long and he has now called XXXX times in and hour
