Company : JPL Recovery Solutions, LLC Reference # XXXX Telephone # ( XXXX ) XXXX People Involved : XXXX XXXX Complaint : The complaint is about a debt collector harassing me the consumer by repeatedly calling me, family members, non-family members, and place of employment and threatening action they can not take. Violating codes U.S. Code [ 15 USC 1692 d ] 806 [ 5 ], [ 15 USC 1692 c ] 805 [ b ], and [ 15 USC 1692 e ] 807 ( 5 ). Problem : The type of problem that I am having with the debt collector is that they are constantly harassing me, my family members, non-family members by constantly calling me and if they get my voicemail they then proceeded to call the other individuals that I listed above. Issue : On the afternoon of XX/XX/2018 a co-worker ( XXXX ) of mine came to my office and informed me that a gentleman by the name of XXXX XXXX had called her and informed her that he had a wage garnishment for me. Mr. XXXX did not identify what company he was calling from, but proceeded to inform XXXX that he had a wage garnishment for me. Mr. XXXX does not have the right to inform a third party about my alleged debt unless I grant him permission, which I did not. Under U.S. Code [ 15 USC 1692 c ] 805 [ b ] it states that it is illegal for a debt collector to inform a third party about alleged debt. Upon receiving the message from my co-worker with Mr. XXXX telephone I proceeded to contact him in an attempt to find out more information regarding the situation. When I called XXXX XXXX he stated to that he was calling regarding a debt that his company had taken over from the company XXXX XXXX. When I asked about information regarding the debt he informed me that the original debt was for {$5400.00}, however with interest and penalties it rose to {$21000.00}, but his company was able to negotiate the amount down to {$5300.00}. I let Mr. XXXX know that I couldnt financially afford to pay the whole amount at this time, but that I was more then willing to set-up a payment plan. Mr. XXXX then proceeded to tell me that it was too late for a payment plan because the debt was no longer in collections, but that the debt was closed. Mr. XXXX then proceeded to tell me that he was ready to submit the garnishment to my payroll department, but that he was giving me the opportunity to pay it off. What I didnt understand was if Mr. XXXX had stated to me previously that I couldnt set-up a payment because the debt was no longer in collections, but that the debt was closed, How was he trying to collect the money from me now? The moment that Mr. XXXX threatens me with a wage garnishment he knew very well that he was lying and breaking the rules and guidelines of the FDCPA and CFCPA. Mr. XXXX knew very well that neither he nor his company had followed the proper protocol to obtain a wage garnishment as required by the FDCPA. No paperwork for a lawsuit was filed in the county that I reside in and no paperwork was ever served to me informing me about a lawsuit against me by any company. The fact that Mr. XXXX threaten me with action that he knew very well that he couldnt he violated U.S. Code [ 15 USC 1692 e ] 807 ( 5 ). Once again I informed Mr. XXXX that I couldnt afford the full amount all at once, but again I was willing to set-up a payment plan. Mr. XXXX then told me to borrow the money from somewhere. I told him No. He then proceeded to tell me to borrow money from a family member, IRA, or a 401K, in which I told him No, again. When I offered again to set-up a payment play Mr. XXXX then asked me if I knew about the financial institute of XXXX XXXX XXXX and I told him, Yes. He then proceeded to give me information to the closes XXXX XXXX XXXX to me and told me to apply for a loan there to pay-off my debt to his company. Mr. XXXX then proceeded to tell me that I had 24 hours to give him a response back on the choices he had given me to pay-off my debt to his company before he proceeded to send the garnishment paperwork to my payroll department. By Mr. XXXX giving me an ultimatum on my choices he was attempting to intimidate me by giving me only 24 hours to decide. Which again is a form of harassment. I once again proceeded to ask Mr. XXXX XXXX if I could set-up a payment plan and he told me it was too late. Since that phone conversation with Mr. XXXX he has constantly called me, my family, non-family members, and my place of employment attempting to get information about me. This constant harassment and the use of threatening action once again violates the rules of the FDCPA and the CFDCPA under U.S. Codes : Calling Repeatedly- [ 15 USC 1692 d ] 806 [ 5 ], and Threaten Action they can not take- [ 15 USC 1692 d ] 807 ( 5 ). I would greatly appreciate any assistance in getting this situation taken care of as soon as possible and most importantly for the harassment from JPL Recovery Solutions, LLC and their employee XXXX XXXX to stop. I would greatly appreciate for the constant phone calls to stop as well. The constant harassment is causing major stress to me at my place of employment and with my family since he is constantly calling them to. The stress that this situation is causing me is also causing issues with my health. If you have any questions for me please feel free to contact me at the following number : ( XXXX ) XXXX. Best Regards, XXXX XXXX

For the past week or so, I have been receiving phone calls from people who know me stating that people are calling them and asking all sort of lengthy questions about me. They say they are researching or doing research on me, or they are doing a background check, or they are investigating the whereabouts of me, or they are trying to locate my exact location, etc. They even say that they are calling from XXXX Bank. When questioned on just where XXXX Bank is, the woman stated Florida. They never gave their company name and they are instilling fear in not only the people that they are contacting, but the people that they are calling about. They are giving anybody they come in contact with the impression that the intended target of theirs is some kind of scandalous criminal in trouble with the law. They constantly call and hang up all hours of the day and night. They don't give their name and are very harassing and threatening. Today I recorded them, as I told them I was doing, and on the recording I told them that I have never received any information from them and asked them to please send it out to me for verification. The woman stated, " well, we have sent it out to you over and over. '' I told her that I have not only never heard of them and/or received any information from them and I also have the right to request all communications be in writing. I asked them to send me out whatever it is they alleged they have -- via certified mail -- to make sure that I receive it and the same woman stated " we don't do that. '' I told her that I am positive that they have never send anything out and were pulling some sort of a scam on me. Just after this recorded phone call, they continued to call me on the phone. Also, when I was recording my phone call with them I told them to quit contacting anybody else and again, the same woman, stated that they can do whatever they want to do and contact anybody they want to get information. It was only a half hour ago today, XX/XX/2018 that I have ever heard about any collection from a XXXX debt. I can honestly say that I have never received anything from them in writing and had no idea that this was a XXXX collection account. This company, I believe, breaks the law and in fact does not mail anything out in hopes of initiating some kind of legal action and/or damages a persons credit report/rating/score just to get what they want. I have never seen anything like this and I can not believe this company is allowed to be in business with their business practices. I am literally stunned at what they are doing. The Government needs to step in and take action immediately to put a stop to this company and its employees. One additional comment is that when they do call, they sound like a scammer, meaning they do not say who they are or what it is in regards to when they contact the target person, meaning the debtor. However, when they call all of the other numerous people around the target debtor, they ask unbelievable questions and literally hound these other, non-debtor people that are friends and family members. This goes to show a very disturbing pattern and practice with their company in addition shows their very unprofessional and possible unlawful business practices. This company banks on a smear campaign -- meaning smearing the image and reputation of target debtors to force them to pay up any amount of money. It feels like extortion to me, meaning pay up or no matter how many times you ( the debtor ) requests that the harassing phone calls cease and desist, we will continue to slander you to everyone until you pay us ( JPL Recovery ) and all the other names they go by. Could their actions be covered under a RICO statute?

I took out a loan from XXXX in XXXX. With poor credit I didnt have too many borrowing choices, and the loan was at a very high percentage rate of around 120 % interest. I was in a bind ready to lose our home. Husband was laid off and out of work longer then expected. He did eventually find a job and I made my repayments back to XXXX every month until my husband was laid off again. I talked with XXXX to explain that our income went back down and I wasn't able to continue with the high payments. I asked if they could work with me. They could not. My account was sent to JPL recovery out of New York and they offered a settlement amount. I agreed to it and started making payments. I lost my job in XXXX of XXXX and haven't worked since and my husband took to driving out of state in a big rig to earn money. I tried to keep up my payments with JPL Recovery and was working with XXXX. Unfortunately due to financial burden I just couldn't keep up and I missed a payment XXXX of XXXX. This is where the trouble began. XXXX started some type of background check to see what assets I have. She is calling family members and my ex in laws looking for information, even though she has been in contact with me. She stated that they were going to investigate me and my husband so that they could put a lean on his truck and file a court order to garnish his wages. I offered to pay them the missed payment along with XXXX payment but she was not having it and got rude with me. She transferred me to a floor manager by the name of XXXX XXXX and he stated that I only have 24 hours to come up with the settlement of {$3200.00} or further action would be taken to get all the money that was owed from original loan of {$2500.00} plus the 120 % interest along with any court fee costs. He sent me a letter and suggested me to take out a consolidation loan. My credit score is only allowing me few options and it's very stressful knowing I have no way of meeting their demands within the 24 hour time frame they have given me. I am upset that they have had contact with me but yet XXXX continues her investigation tactics and is calling family and ex in laws looking for information or giving them my personal information to verify. She is being dishonest by telling them I gave her permission to call when that is an absolute lie! .when I took out the original loan I was already divorced from my first husband and would not have any reason to give his or his moms information on the loan documents. XXXX is looking into my information and calling people that have nothing to do with this matter. I want it to stop and the threats to stop. I tried to work with them before and still am. I was willing to still make monthly payments and had only missed one payment. This company is breaking the law and I have rights.

I was contacted by JPL Recovery Solutions on XX/XX/2018 at XXXX EST to collect on a debt for a credit card that I owed for XXXX XXXX in the amount of {$750.00}. The gentlemen I spoke with said his name was XXXX XXXX. XXXX told me they sent me out a letter in XXXX stating they took over the debt and I hadn't responded. I never received this letter and have proof that it was never mailed. The USPS has informed delivery which shows every piece of mail that has been delivered to your house and there is no letter from JPL Recovery Solutions. I was unaware they had the debt prior to them contacting all of my family members and me yesterday XX/XX/2018. He then proceeded to tell me that unless I made a payment that day, they were suing me for {$2200.00} plus attorney fees and court costs. I panicked and agreed to set up a payment plan. He was to call me Friday XX/XX/2018 to finalize the payment plan. When he called me today Friday XX/XX/2018 at XXXX EST, I asked him for the address of his company so I could send out a debt validation letter to verify they own the debt for my protection. He refused to give me the address and kept telling me I was avoiding paying my debt. He told me to call XXXX XXXX and they would verify my debt to them but refused to provide any verification of the debt. I asked him several times for their address and he kept refusing and then said they are suing me for the amount owed and hung up on me. I have a right to get the debt validation as they have NEVER sent me anything with proof they own the account.

JPL Recovery Solutions Date : XXXX Approximate time : XXXX XXXX XXXX JPL called my employer and had me paged whole I was working. Caller asked for my date birth and asked if I worked for my company. Said they were garnishing my wages - I have to ask who was calling and in what regard ; they did not identify themselves until I asked. I told them I was at work and could not accept personal calls on a company line. He continued to ask how I would like to pay. I explained several times that I could not discuss at work and offered another number to call after my shift. He continued to threaten wage garnishment and further action even thought I continued to explain I was at work and could not discuss. This call was overheard by several colleagues in an open setting, including supervisory staff and has potentially put me at risk of disciplinary action or job loss. It was on a recorded line used for company training and quality purposes. I explained it was on a recorded line and put me at risk and he continued to pursue his badgering/collection activity. He trained that they were already contacting my employer for wage garnishment ( nothing has been received that I was being served a judgement ), he did not identify who he was with until asked and implied they were legal representation or attorneys trying to collect a debt for XXXX XXXX. This drew excessive attention from the floor and conversation was overheard by several individuals I work for/with. I was even approached about it being from a debt collector.

This same individual left messages on both my cell and work phone number. On Tuesday, XX/XX/2018 at approximately XXXX XXXX PST, I returned call and left message I was not to be contacted again at my work phone. Between XXXX XXXX PST and XXXX XXXX PST he called my work line and employer 3 separate times. I advised I had left a message the previous day I was NOT to be contacted at my place of employment. From there he demanded I tell him by XXXX XXXX Eastern time how I was going to resolve my debt or he will attach my wages through XXXX XXXX of California. I asked for written verification of debt and said he would email it to me. Still have not received USPS written correspondence from agency. I advised he could not attach my wages without a judgement and not to threaten me. He said he wasn't threatening me, I repeated twice more to quit threatening me. I ended the conversation by stating " Good Day ''. He immediately called my cell phone back and 3 more times my work phone. He has left intimidating messages from my over age daughters, elderly mother - in - law. Again today he calling my work phone and left a message for my mother. JPL Recovery Solutions is a debt collector that has been calling my work at different clinics locations, family members, friends, and previous housemates claiming they are " doing research '' on myself. They have contacted family members several times and over the last week they have contacted my job three times ( XXXX ). I requested that they do not contact my work as they have my personal line, they stated the calls will not stop and they will continue to call me at work because they will be garnishing my wages, although I have not received any details of a lawsuit for garnishment of my wages. I requested that they send me the details of the debt they are attempting to collect to my address, and the representative took down my address and said they will be sending me details of the wage garnishment to my address at work, instead of my home address and hung up the phone before I could decline. Their calls are very harassing and disruptive of my work place. They have also given me various amounts of the debt I owe from {$18000.00}, {$16000.00}, {$4500.00}. I have spoken to XXXX at least XXXXhree times as well as two different supervisors. They have been rude to other employees I work with who have answered their telephone calls. I have no written documentation of these amounts despite requesting a letter confirming they are a legitimate debt collector or representative of the company that I owe.

JPL Recovery Solutions has repeatedly contacted my Mother, my Aunt, my Mother in law out of state, and my employer. They have shared that they are collecting a debt, they have threatened my elderly mother with legal action unless she gives them more information on me. We have gotten calls from a XXXX XXXX, a XXXX XXXX, and one other male caller that I can not locate my notes for the name. These calls began within the last 60 days, and culminated today with their calling my corporate headquarters at my place of employment. The call was transferred to me, and when I explained that they are not to contact me at my place of employment, they argued until I ultimately had to disconnect the call. Their employee XXXX XXXX then called back through, demanded to be transferred through to HR, and demanded a fax number. My colleagues have been advised to hang up calls from this company or to send them to voicemail. This is a business, and not only that, but their threats and intimidation tactics are illegal. My place of employment is off limits, my friends and family are off limits, and they have been advised as such and continue to call. Please help me stop this harassment.

Dear CFPB, I would like to let you know that this company, JPL Recovery solutions did not cease their communication. This is a new complaint I would like to file against this company. Today, XX/XX/2019, they called my workplace and it was my manager who got a call from a certain XXXX or XXXX. I have already advised this office months back that we are not allowed to have personal calls at work and they should stop calling me there. And when I called them on my lunch break the person threatened me again about wage garnishment and giving me false information that I have a debt of {$18000.00} if I fail to pay them {$1200.00}. They did the same before when I sent in my first complaint. They keep harassing me about this XXXX XXXX loan which I made last year but this has been paid off a long time ago. I do not owe their company {$18000.00}. This kind of action is causing me anxiety and XXXX XXXX. I hope you can help me address this issue with the said company. Thank you again for your assistance.

On XX/XX/2018, I spoke with a JPL Recovery Solutions representative named XXXX XXXX '' over the phone. He claimed that I owed more than {$16000.00}. He also claimed that he would be sending paperwork to my employer that same day to begin garnishing my wages unless I immediately agreed to pay a total of {$4300.00}. XXXX also told me that I had to agree to automatic withdrawal from my account, beginning with a payment of {$1000.00} on XX/XX/2018. I agreed to this arrangement because I was scared of getting my wages garnished, even though I have never had any agreement with JPL Recovery Solutions and JPL Recovery Solutions has never given me any documentation showing that I owe them anything. I later received legal advice, and learned that JPL can not legally garnish my wages without a court judgment and order permitting it to do so. JPL lied about the amount I owed and also told me that I had to agree immediately or face garnishment. In fact they aren't allowed to garnish my wages at all.

This company repeatedly calls my job. This has been occurring for the past few months. Today they called asking to speak with my supervisor. They told the receptionist they were going to garnish my check if they did not speak with my supervisor. This company has also called family members and friends repeatedly asking questions about me. I have voice messages that they have left on family members phones as well as text messages from my family stating they have contacted them, I have asked them repeatedly on the phone and via email to stop contacting my friends and family and to stop calling my job everyday. However, they continue to do this. They have been calling several times per day to my job and to various family members. Today when they told my receptionist at work about garnishing me I have decided to seek help here to stop their horrific, unfair and illegal debt collection practices. This is now jeopardizing my position at work and needs to stop.

Company contacted me. I asked them first to send me verification of the debt. They advised they would email it to me. I never received an email and checked my spam daily to make sure I didn't miss anything. They called back and said somehow they forgot to send. I waited again and did not receive an email. Gentleman called back and accused me of lying and not wanting to pay the debt. I advised him that I simply wanted verification of the debt and his company 's legal entitlement to collect the debt, as it was not on my credit report. I then asked for his name and mailing address so I could send a request for debt verification in writing. He refused to give it, kept talking over me and not addressing my request for this information. He then threatened to garnish my wages for the full debt amount and not the offered settlement amount. He became irate and very combative like nothing I had ever experienced before.

XXXX from JPL Recovery Solutions has been harassing my friends and family members, even immediately after I called and spoke to them. They have no reason to talk to any of these people, unless it's to get my whereabouts, and since I am in contact with them, this is nothing but harassment of them and me. I told XXXX, I regret this situation. I acknowledge my obligation. Im committed to repaying you in full, and as quickly as is possible. My financial situation is difficult and unclear at this point. I will be back in touch with you in two weeks to discuss a repayment schedule. XXXX would not accept this and kept harassing me on the phone. When we hung up he immediately called a friend of mine, woke her up, and harassed her to " Get information on XXXX. '' In addition, they have attempted to contact the mother of this friend ( whom I have never met ) to talk about this delinquent loan as well.

The name of the collection agency I want to file a complaint with is called JPL Recovery Solutions. Their phone number is XXXX XXXX XXXX. The name of the particular representative is XXXX XXXX. They keep calling my employer and actually speaking with my Supervisor and Hr department. They say they want to fax over a request to garnish my paycheck. However, then they ask if they could be transfer directly to me. So they could give me one final chance to pay my debt. However, I told them I cant take personal calls on my work phone number, as my employer does not permit it. They still call my work number after I repeatedly told them not to. I also ask them to provide a statement showing that their agency does have my debt, they deny it. Saying they already sent it to me.

On XX/XX/XXXX a representative from JPL Recovery solutions contacted my employer regarding garnishment of my wages. However I had yet to receive a letter from JPL Recovery Solutions regarding this alleged debt. On XX/XX/XXXX, I contacted JPL Recovery Solutions and requested a Validation letter regarding this debt so i could review it. When I spoke to the representative from JPL Recovery Solutions I specifically asked that my employer not be contacted since I can not receive phone calls. I was told the first call was for verification of income only. However I was informed by my employers payroll department that a XXXX XXXX from JPL Recovery Solutions had called them again this morning. It appears they have ignored my request regarding my employer.

On Tuesday XX/XX/2019 I received a vm from JPL recovery solutions. I returned the call and spoke with XXXX at XXXX. I requested validation of my debt and he responded by saying it was already sent. I again requested for the validation to be mailed to my address and I verified my address. XXXX said he would email it. I said no email, I prefer by mail. On XX/XX/2019 I received the correspondence via email when I strictly requested by mail. Then I asked for no more calls as I would take care of the balance after reviewing the validation. Today XX/XX/2019, my brother sent me a message via messenger saying XXXX called him asking for information about me. I already asked for no more calls so I am not sure why they continue to harass me and my family.

This company has called random people that either I know or used to know. They are leaving very little info on messages and when people pick up they try to intimidate them to get info on me. I also have never received any written info until today when I called them. I asked them to send me info in the mail and they said they were too busy. He also asked me to give him my checking account number to make a payment. Once I said I didnt he said so your refusing to resolve this? They are very harassing and unless you ask they wont tell you who they are. One example is they called my ex girlfriend at her work. Please help!!!

JPL Recovery Solutions repeatedly calls me even after I have told them to stop. The debt they are trying to collect is not mine and is that of a relative. I have cited the US Code that requires them to stop calling when I asked. They have threatened to continue calling and have told me on the phone that they will dock my relatives pay.
