I am writing to file a complaint against Debt Collector ( Outsource Receivables Management ) and Merchant ( XXXXXXXX XXXX XXXX ) for making false statements and representations because ( 1 ) I do not owe Merchant anything, and ( 2 ) the amount the Debt Collector claims I owe does not align with Merchants false claims. MERCHANT : Merchant is a licensee of XXXX car rental company. As further discussed in Attachment A, I rented a car and prepaid for the vehicle in full through XXXX. When I picked up the vehicle, I initialed the contract twice to acknowledge that I declined the fuel purchase option ( Attachment A, Exhibit 3 [ Merchants copy of the contract ] and Exhibit 4 [ the copy of the contract that Merchant provided me ] ). Also, at the time of pick-up, the contract provided to me stated the return time for the vehicle was XX/XX/XXXX, at XXXX XXXX. ( Id. ) In reliance on the contract 's terms, I returned the vehicle with a full tank of gas an hour earlier than it was due, on XX/XX/XXXX, at XXXX XXXX ( Attachment A, Exhibit 5 [ return receipt showing I returned the vehicle with a full tank of fuel on XX/XX/XXXX, at XXXX XXXX ] ). Therefore, I avoided additional charges beyond what I had already prepaid for the vehicle. However, on the return receipt, Merchant falsely claimed and charged my credit card for the fuel purchase option and an additional hour. I attempted to contact Merchant to resolve the dispute. ( Attachment A, Exhibits 6-8 [ call logs and emails of my attempts to contact Merchant ] ). Merchant refused to look at the contract and yelled at me over the phone. ( Attachment A at pp. 5-7. ) XXXXXXXX XXXX XXXX DISPUTE : Because the Merchant was uncooperative and yelled at me, I sought relief by disputing the charge through my credit card company. Attachment A is the letter and exhibits I sent XXXX to support my dispute. On XX/XX/XXXX, XXXX notified me that they had resolved the dispute in my favor and gave me permanent credit for the erroneous Merchant charge. ( Attachment B. ) DEBT COLLECTOR : On XX/XX/XXXX, I received the letter in Attachment C. The letter falsely claims that payment on [ my ] account is overdue to Merchant for {$100.00}. As described above, I do not owe Merchant. Moreover, the amount Merchant erroneously charged me was {$74.00} ; now Debt Collector falsely claims I owe 140 % more. RELIEF REQUESTED : Merchant and Debt Collector need to immediately cease and desist making false claims and representations because I do not owe Merchant anything.

I received a letter from Outsource Receivable Management. I received it via regular USPS mail ; it is not certified. The letter is dated XX/XX/XXXX. In the letter it demands in full payment of {$850.00}. It alleges this is a debt from XXXX XXXX XXXX XXXX. On XX/XX/XXXX I telephoned XXXX XXXX XXXX XXXX and provided them with my personal information ; I also told them I received a collection letter from Outsource Receivable Management demanding payment for a debt. XXXX XXXX XXXX XXXX could not find an account using my information ; nor could they locate any monies owed. They directed me to call Outsource Receivable Management, which I did on Monday XX/XX/XXXX at XXXX CT. I spoke with a gentleman and told him the aforementioned facts. I conveyed that I dispute the validity of the debt on the grounds that 1. XXXX XXXX XXXX XXXX can not locate any such account or debt owed in my name. 2. That I never received proper notice from Outsource Receivables Management. The gentleman then stated that in XXXX of XXXX, a notice was first sent ; He alleged that this alone constitutes that I owe a debt to XXXX XXXX XXXX XXXX. This is false and in violation of FCRA. I asked Outsource Receivables Management to provide me with a statement from the bank ; with my account information and my name to prove this account not only exists but that I am the owner of it. Because as I have stated XXXX XXXX XXXX XXXX has no information about such account. The representative for Outsource Receivables Management said that he can only resend the original demand for payment from XXXX. This is all in violation of the FCRA. 1. The alleged first notice sent in XX/XX/XXXX was never received by me ; moreover, it was not sent via certified mail. Therefore, notice is ineffective. 2. Outsource Receivables Management has not and can not provide me with information they received from the Bank that actually ties me to the account ; nor can they prove that I even had an account with the bank or owed the bank money. 3. This was verified in a phone call with XXXX XXXX XXXX XXXX collection department today XX/XX/XXXX. As such, absent being able to provide me with bank statements with my personal information and showing a debt owed, Outsource Receivables Management has violated the FCRA and as such should withdraw the request for payment and send this account back to XXXX XXXX XXXX XXXX.

In XXXX of XXXX I hired XXXX XXXX XXXX to apply a XXXX monintoring unit on a car for a XXXX week surveillance. I was charged {$900.00} for this service and I paid {$900.00} for this service- {$150.00} for installation of the unit, {$150.00} for removal of the unit, and {$750.00} for the 2 week surveillance. My checks from XXXX XXXX XXXX XXXX for this service are listed below : XX/XX/XXXX Check # XXXX {$300.00} XX/XX/XXXX Check # XXXX {$300.00} XX/XX/XXXX Check # XXXX {$300.00} On XX/XX/XXXX I received an email from XXXX XXXX XXXX XXXX an invoice showing that I owed {$1900.00}. I attempted to communicate with XXXX XXXX XXXX inquiring about this statement, but never spoke to anyone. On XX/XX/XXXX I received another email from XXXX XXXX XXXX with another invoice but this time the invoice amount was {$1300.00}. Again I attempted to communicate with XXXX XXXX XXXX by phone, email, and text, but had no success. XX/XX/XXXX I received a notice from XXXX XXXX XXXX XXXX XXXX showing that I owed {$1800.00} for services from XXXX XXXX XXXX. On XX/XX/XXXX I submitted all my documents to XXXX from XXXX XXXX XXXX XXXX XXXX via XXXX. On XX/XX/XXXX I emailed XXXX again at XXXX XXXX XXXX XXXX XXXX confirming that my account was closed and the issue dropped since I had not heard anything back from them. I never heard back from XXXX or anyone else at XXXX XXXX XXXX XXXX XXXX. Then on XX/XX/XXXX I received a notice from Outsource Receivables Management stating that I still owe money for XXXX XXXX XXXX. I submitted the same info packet to Outsource as I had for XXXX XXXX XXXX XXXX XXXX explaining that I owed nothing. My account was sent to collection. My credit score prior to this issue was at XXXX. At present my credit score is XXXX because my credit shows a delinquency for XXXX XXXX XXXX. I submitted dispute letters with each of the credit report agencies. I have a Financial Counselor from with XXXX XXXX XXXX XXXX working with me. I don't know what else to do.

I seen a collections on my credit report that I did not recognize. I disputed this debt and asked for proof of service. XXXX months went by without anything about the debt. Then all of a sudden I was getting served on XX/XX/XXXX. I filled my answer worth the courts stating I did not know what this debt was and wanted proof of service. It took them tell XXXX to send a response. I am sure so they could add on three months of interest and charges. However, this medical debt I was made to believe was paid in full. My daughter was double insured. Even on the papers from the Dr office it is clear even after fighting with them that they only billed one insurence. I never received anything from the Drs office. No calls or letters from the collection agency so I had a chance to pay it. There was zero correspondence. So in court I offered to make payments without a judgement. I was just going to resubmit everything to my insurence after all this. But this collection agency wouldn't go down at all and also when I said fine I'll make payments it wasn't good enough for them because they want to put a judgement on my name. So I called on XX/XX/XXXX to just do a settlement amount and they wouldn't even work with me on that. Offering a cash payment of XXXX and was turned down. They are unreasonable to work with. My pro bono lawyer stated the same thing. This whole bill is unfair. It was right during covid which is why im assuming I had no letters or calls to try to take care of it. And then when businesses opened back up instead of giving people a chance they just pile on tons of charges as take you to court. It is absolutely unjust and unfair.

I was treated at XXXX XXXX in 2016 for a serious injury to my XXXX. The Property Insurance Adjuster actually transported me to the office several times to assure I was treated and took care of all the paperwork and accepted liability and paid the bills, On the last visit I was told there was no balance and have never received a bill from that date forward. XXXX XXXX 's office aparently decided to pad the bill years later and give it to Oursource receivables which has reported it to my credit and in order to keep it on my credit, they just change a few details and update it. I called them to get their official contact information so that I could file the proper complaints and the woman says, the bill is {$480.00} but I actually own over {$800.00} and she doesn't care if any insurance paid the bill or took liability, I owe it because XXXX XXXX XXXX says so. I have disputed it through XXXX and Outsource Receivables refuses to remove the fraudglent billing from my credit, saying its up to their client, XXXX XXXX and admitted that XXXX XXXX never told them about the property insurance coming to his office personally and taking full liability and its not their problem, anyway, as they don't deal with insurance companies. I asked for the identity of the owner and the woman says " We don't have to tell you last names, but the owner is XXXX. I want this removed from my credit and them to stop fraudglently billing me. The woman on the phone tried to trick me by saying, " Oh you admit to receiving the treatment, so you obviouslty owe the bill '' I never denied getting treatment, but none that was not paid for.

XXXX XXXX XXXX has willfully reported to the credit bureaus an account without first verifying if the alleged debt is mines by properly sending correspondence to verify the debt. They claim they mailed correspondence which I never received by mail. USPS has lost mail in transit due to carrier mail issues. I have spoken with the local supervisor from the USPS for XXXX and it was confirmed scanned informed delivery which I get a preview of mail was lost in transit. XXXX XXXX XXXX is stating I called them and I did inform them I had seen a scanned image of upcoming mail but the mail was lost in transit and never delivered to my mailbox. Under federal law I have a right to dispute all alleged debts. I received a uploaded document from the CFPB from them and immediately disputed the debt as involved in fraud case by mail to them. They have failed to remove the reporting from the credit reporting agencies. Under provisions of the federal law the FDCPA states, the if debt collector does not verify the debt, it is not allowed to continue collecting the debt from you nor can it sue you or list the debt on your credit report. XXXX XXXX XXXX is assuming the correspondence was received which it was not. I discovered the actual alleged debt from an uploaded document they sent again to the CFPB. This is now my second attempt for them to comply to the law. After the the fourth attempt I will be seeking other legal remedies. This company from numerous XXXX complaints have a history of ignoring federal laws and continuing collection activities this is why I am getting the CFPB involved in https : XXXX

Attempted to begin proceedings in the XXXX XXXX XXXX XXXX XXXX XXXX XXXX XXXX for the State of Utah regarding claiming that the amount of XXXX was due from a XXXX that resulted in the XXXX of the defendant. At the bottom of the summons it states clearly that This communication is from a debt collector. If you wish to resolve this matter, please call Legal department at Outsource at XXXX or XXXX. [ illegible copy ] the fact the attempt to collect, report, and harass a debtor for a medical debt that resulted in the pain, anguish, and XXXX of the defendant is not only unethical from a business aspect, but also an unethical practice for any medical professional. Although the referral of the debt may not raise to an initial violation from its face the fact that a debt collection company for a medical debt has ignored the new law passed by congress does.The No Surprises Act was passed and a bulletin was in itself published for companies like Outsource Receivables Management to clearly inform themselves on the new laws regarding medical debt collection as of XX/XX/2022, but unfortunately the company has failed to update their practices business practices and not only remain morally corrupt, but currently stand to be in violation of federal law. Legal action including a federal jury trial are currently being pursued on the companies complaint.

I have been going back and forth with Outsource Receivables Management about a debt they have attempted to charge me with. As we continue to go back and forth about us not having any association with the car being abandoned and towed. We sold the car in XXXX of XXXX. We have absolutely no ties with this car. I have been told that we are tired because we are listed on the registration then we proceed documentation that shows we removed the registration on XX/XX/2020. However, I was then told well I was towed to the VIN number because the people we had sold the car never registered the car. First off, no where does it state in the Utah Code for Motor vehicle that we have to have the new owners register the car. 41-1A-702 of Motor vehicle act states once you sign the title that the ownership is transferred.Once the car title was signed by XXXX and the new owner that was it. As well as when the car was found the police officer that came down reported that there was no further action required. We went above and beyond just signing the title, we removed the registration, removed the insurance, removed the plates before they took it, as well as reported the car as sold. Here is the documentation from the Utah State tax commission- Division of Motor Vehicles stating that we reported the car as sold.

Outsource Receivables is reporting a debt on my credit file that is not mine. Please note that this is not a refusal to pay, but I am asking for validation. Under the FDCPA, I have to right to request validation and I am requesting proof that I am the party you are asking to pay this debt and that there is some contractual obligation that is binging on me to pay this debt. I am NOT requesting verification but a request that validation is made. I ask that your offices provide me with competent evidence that I have any legal obligation to pay you. During this time, if your office continues to report invalidated information to any of the 3 major credit bureaus, this can constitute fraud under both federal and state laws. If you continue to report I will not hessite in bringing legal action against you for violation of the FDCPA and defamation of character. If Outsource Receivables is able to provide proper documentation I will require 60 days to investigate this information and during such time all collection activity must cease. If you fail to respond within the 30 days, all references to this account must be deleted and removed from credit and copy of a deletion letter shall be sent to me immediately.

OUTSOURCE RECEIVABLES MGMT continues to report a debt that was involved in fraud and identity theft. They continue to report to credit reporting agencies a debt that was involved in fraud and identity theft. I have given them the valid police report number that they can retrieve from the XXXX XXXX Police department. They failed to retrieve the police report documentation and continue to report the debt. Section 623 FCRA states information has to be 100 % accurate PERIOD and the FURNISHER has to obtain all documentation. Reporting a debt anyways that involves fraud and identity theft to the credit reporting agencies is " willful and direct '' VIOLATION of the laws governed under the FCRA. The information reported has to be 100 % accurate and 100 % veritable. A debt that has a VALID police report investigation that has not been " documented or investigated '' and a debt collector such as OUTSOURCE RECEIVABLES MGMT reporting it anyways to the credit bureaus is the reason I have exercise my RIGHTS under the laws to file a complaint again with the CFPB against this debt collecting agency. I had a checking account with XXXX XXXX. It was in a negative status and ended up closing. The debt was transferred to XXXX XXXX who reported on XX/XX/19 the debt owed was {$650.00}. Today XX/XX/19, XXXX XXXX called me to obtain payment. They advised the balance is {$750.00}. I asked why the balance was higher and was told it was other fees that XXXX sent over and it will take up to 30 days to find out. I was then notified that this is accruing 18 % interest and I better get it taken care of. Yes find it completely unfair I was never mailed anything on this or told that interest would be accruing. I advised I am waiting on my tax return and asked if I could start smaller payments. I was told someone else would have to help me and was transferred. The second person I asked why I couldnt settle the account and why there were other fees and was told it was probably the interest. I wasnt aware interest could be charged after the debt was charged off and reported. Nothing was mailed or disclosed to me until now. I have been trying to come up with the funds or I would have paid it sooner. I don appreciate the evasive answers and condescending tone that was used.

A judgement was issued against me without my knowledge. According to the attorney I was served documents at an address I havent lived at in years in the state of Utah. My address could have been found had the attorney taken the time to do a quick search. I am Registered to Vote in the state of North Carolina I am pretty sure that this is public information. It is clear that this attorney is attempting to ignore the laws of North Carolina. I was unaware of any legal action against me until I was notified by my employer of a wage garnishment. I have resided in the state of North Carolina for years where wage garnishment is not permitted. My employer is also headquartered in the state of North Carolina. I was told that they are still able to process the wage garnishment due to the fact that XXXX XXXX ( my employer ) has a registered agent in Utah ( CT Corporation ) my employer is not registered to do business in the state of Utah verified by ( XXXX XXXX XXXX ) Utahs government based business search. The attorney was notified by the illegal wage garnishment and refused to submit a wage garnishment release to my employer.

around XXXX I had a bank account with XXXX XXXX XXXX XXXX ACCT : XXXX ) which my card was used and over {$500.00} was spent without my authorization while I was sleeping in my bed around late 2018. My bank card was used with me being present and the it showed as a pending transaction is what I awoke to notifications on my phone. I called and reported it to customer service, and they found I was a victim of identity theft and returned my money. I withdrew my funds and closed the account the same month. XXXX XXXX XXXX did not close my account and allowed my account to accumulate excess fees which overdrawn the account after i called to close it months before being that I was an identity theft victim and never used my card but to withdraw from the banks atm only. I suspect someone working inside the bank 's branch was stealing customers account, bank card and personal information this is why I closed my account now I have a collection and ChemSystems for {$250.00} from XXXX XXXX XXXX, XXXX XXXX XXXX, XXXX XXXX XXXX, XXXX, UT XXXX.

Outsource Receivables is reporting accounts on my credit file that must be removed. I recently took a look at my credit file and noticed some accounts still reporting. I paid these accounts a very long time ago and am now asking that Outsource Receivables remove all the accounts from my credit file. First off, I never received a 30 day right to dispute notice before they ever reported on my credit which is a violation under the FCRA. Immediatley after I noticed this debt it was paid and it was all medical debt that I was under the assumption had been covered. However, Outsource Receivables continues to report negatively on my account despite this being settled. I am aware that since they are the original furnisher they can report to the bureaus as they deem fit and ask for a deletion letter to the bureaus stating the accounts should be removed from my credit file. If I do not receive a response in 30 days, I will have no alternative but to exercise whatever rights and remedies we have under the law to enforce the removal.

I have already provided the documentation of removing the registration from the car in question. On XX/XX/XXXX we removed the registration of the car with the DMV. Which relieves us from the tittle of the car. We had sold the Car in XXXX of XXXX to XXXX XXXX who bought the car for {$200.00}. We are not responsible for this car. XXXX had towed the car from our home. He claimed to be a mechanic. Then in XX/XX/XXXX we are notified that the car was found abandoned. We have no ties with the car. We removed the registration that clears our name as well as remove the license plates and the insurance. We have made it clear to Outsource Receivables Management that the car was sold and is not in our precession since late XXXX of XXXX. The police officer informed us on XX/XX/XXXX there was nothing else we needed to do since we had done everything we needed and more. He confirmed we had removed the registration from the car. A car that was sold the car in XXXX of XXXX and was removed from registration on XX/XX/XXXX and from our insurance on XX/XX/XXXX. Which we have documentation of that as well. Then in XXXX XXXX a police officer knocks on our door to inform our car was found in XXXX XXXX, UT. We live in XXXX XXXX, UT. That the car was abandoned and found on XXXX XXXX on XXXX XXXX. When we sold it the car did not run, it had to be towed from our home. We did remove the license plates and reported the car as sold. Well when the police officer gave us that notice, my mother whos first language isnt English had informed them we had sold the car. She then asked if we needed to do anything. The police officer informed her that he saw the car was already removed from registration and that there nothing else to do. We were served with a court summons from the lawyer from Outsource Receivables Management on XXXX XXXX XXXX regarding medical bill owed to a XXXX XXXX. We had assumed we settled the debt in XX/XX/XXXX, however, we were informed that the hospital used an independent contractor to perform the XXXX XXXX XXXX XXXX ... We never received any letters from the collection agency that they were trying to collect. The first we heard of the debt was with the court summons. They stated that their only responsibility was to mail the letter, not ensure we get it. Now they are not only going after the debt, but they are threatening to garnish pay to cover court and lawyer expenses that we were never previously told about. Even though i have been underemployed for a year, I offered to settle the original debt immediately, but they insisted that legal action is already taken, can't be cancelled, and that they are going after me for 3x what the original debt was.

Outsource Receivables is reporting an erroneous debt on my credit file and it must be removed. I have requested for validation multiple times and never got back. In my letter I stated for proof that they have any legal binding on me to pay them for this debt and I never heard back. I clearly stated that if this account is not validated to me it must be removed in 30 days. I do not need them to verify this debt to me, but to validate that I have some contractual binding me to pay them for this debt. Reporting invalidated information on credit could constitute fraud under both federal and state laws and I will not hesitate to bring legal action against you. I am also aware that during this time period I have 60 days to investigate the matter, while the matter is under investigation you may not report information on my credit file. If you continue to report any negative or derogatory information on my credit, I will file legal suite .

XXXX Bank Corporation deliberately and unfairly charged my personal account overdraft fees in a discriminatory and XXXX biased manner. I missed maybe two payments to XXXX XXXX XXXX last year between XXXX and XX/XX/2022. I was good at making monthly minimum payments and once I missed a few they would repeatedly harass myself and my husband and call numerous times of the day. I went to make a pament but my account had got shut down from the online payment option and I could no longer just call and pay it off over the phone to XXXX XXXX XXXX, they put the small amount I had left in debt collection and then from there I was continually harassed by Outsource Receivables Management. I tried to call today to just pay it off, but there was going to be a fee of {$7.00} ( I think ) to pay over the phone. I do not think that is fair at all, I have also been charged interest because of the lack of payment and I do not find that fair considering I have tried to make payments.

On XX/XX/2022 a 10 day summons from a debt collection company called Outsource Receivables was left at my address for a debt in the amount of {$250.00} owed to XXXX XXXX XXXX of XXXX XXXX for services received at XXXX XXXX XXXX XXXX XXXX. A XXXX XXXX XXXX employee made a duplicate refund to my credit card in XX/XX/2021. They then tried to charged the double refund back to my card, which was declined. They then attempted to contact me at an address I no longer occupy. The bill was sent to collections with Outsource Receivables Management. Outsource Receivables management finally contacted the correct address in XX/XX/2021. The bill of {$560.00} was paid in full in XX/XX/2021. A few weeks ago I received a summons from Outsource Receivables Management, a company I 've never head of. I tried contacting them but they never returned any of my calls. After doing some research I found they were trying to collect for XXXX XXXX Clinic. I contacted them directly and made a verbal agreement to make payments directly to them ( which I have been doing ) On XXXX XXXX, 2017 I received a notice of judgment for $ 1600+ from Outsource Receivables Management. XXXX XXXX XXXX today sent yet another Demand Letter for a debt that was paid in full ( actually overpaid ) through a Chapter 13 bankruptcy. Previously, I filed complaint # XXXX through the CFPB and believed that this issue was resolved. Apparently, it was not. How many times do I need to deal with this same problem before they are fined and I receive some form of compensation for their illegal actions? This is ridiculous and a complete waste of my time and the resources of the CFPB. They need to be audited, have their record keeping systems fixed or be sued. This company calls me multiple times back to back. If I ignore their call, they will call back within seconds of me ignoring it. They also leave a voicemail that just says hello. This collector calls every single day trying to collect a laughable {$100.00}. Not to mention, there isn't a person on the other line - they simply provide an automated message telling the CONSUMER to CALL the collector. I am writing this complaint because I have tried to resolve things directly with Outsource and the Bureaus to no avail. I have heard back from neither and it is severely affecting my scores. I submitted a letter to Outsource asking for validation of an alleged debt they have placed on my credit report. I specifically asked for a statement showing charges, any payment history, an invoice from the original provider. The Collection Company had garnished my wages for a year. When garnishment was paid in full, instead of reporting the debt as paid, they deliberately left a {$5.00} balance showing and dropped my credit score by 45 points. This debt was paid in full. Outsource Receivables # 1XXXX*****XXXX is reporting an account to my report that I do not owe. I never received my 30 day notice for this debt and as soon as I saw it was on my credit report I paid it. They are still reporting a balance and I need it removed immediately as it is paid and in violation of my 30 day right to dispute.

I havent heard anything in a couple weeks. The last thing I heard was that the company would check into the bankruptcy and dismiss the debt if they found the bankruptcy case. I even provided the case number. Which is # XXXX XXXX. I even sent an email to the manager at Outsource Receivables management and no one responded.

Received a collection letter for a debt I had never been billed for. It has the wrong account number on the notification letter and I couldn't verify with the debt with the original company.
