I called General Service Bureau on behalf of my son, who was seriously injured in an auto accident in XX/XX/2020 to pay an outstanding balance to XXXX XXXX of {$31.00}. The insurance company just issued a settlement to allow payment of outstanding medical bills. The representative from General Service Bureau identified himself and ran through the required disclaimers. I stated my name and that I was calling on behalf of my son. I then provided GSB 's account number listed on their statement and I stated I wanted to submit payment of {$31.00}. I was informed by GSB 's rep that I was unable to make payment on behalf of my son. I inquired why, as I simply wanted to provide an XXXX card number or bank draft to pay the known balance of {$31.00}. I was not requesting information I simply wanted to pay the amount being collected as listed on the statement received. GSB 's rep stated because my son is an adult they are unable to provide information on his account to me without his approval. I stated I understood that and I was not asking for information. I simply wanted to pay the amount due of {$31.00}. I did not see any difference between paying over the phone, versus sending a personal check written on my account to their office. GSB 's rep then stated that he had over {$3000.00} in other debt that I could make a payment on listed on " our '' account. I told him that amount was not owed by my son and that I was calling to specifically take care of the balance of {$31.00}. GSB 's rep then stated, " Oh, yah I guess that belongs to ( girls name given ) and you are the person responsible for payment. '' I then stated that I felt GSB 's rep had violated HIPPA or other privacy guidelines, as he didn't confirm my identity or any other information that would connect me to other accounts or balances held by their office. The GSB rep then denied that he violated HIPPA or any privacy laws and he was free to discuss the other accounts that were held in an attempt to collect a debt even though that was not the purpose of my call. I asked one last time to make the payment of {$31.00} and was told they would not accept my payment. I then stated that I was going to " take this up the ladder '' and disconnected the call. I contacted XXXX XXXX who was surprised that GSB was refusing to take my payment. The XXXX billing rep attempted to call GSB and request that they accept my payment of {$31.00} and they again refused to process the payment. I then realized that GSB has an online payment portal. I was able to process the payment of {$31.00} online plus an additional {$8.00} service fee which I would not have been charged if the payment would have been processed over the phone. I am extremely concerned that my rights were violated by the GSB 's rep refusal to accept payment and by discussing potential amounts owed without confirming these accounts were mine. The amount of the debt being collected for my son was unfairly increased because the GSB rep refused to accept payment on my son 's account over the phone. The GSB rep 's refusal to accept payment was harassing. I obviously was acting on known information, was not requesting additional information and by refusing payment on this account would have led to negative impacts on my son 's credit history. In addition, I was not calling on any other accounts or debt owed. The fact that other amounts listed under the same last name appear in their collections database never should have been mentioned without confirming my identity and connection to other accounts.

Consumer wishes to thank the Consumer Financial Protection Bureau ( CFPB ) for providing a venue of evidentiary documentation that helps protect consumer 's from predatory, abusive and deceptive debt collection behavior exhibited by debt collection agencies that believe theyre above the laws that are set-forth by the Fair Debt Collection Practices Act ( FDCPA ) and governed under the Federal Trades Commission ( FTC ). The FDCPA [ 15 U.S.C. Section ( s ) 1692 to 1692p ] prohibits the collector from engaging in many kinds of an abusive or deceptive behavior. General Services Bureau , Inc. is walking a thin line consumer intends to uphold if they do not cease contact with consumer and leave consumer alone. Consumer is filing this complaint against debt collection agency General Services Bureau , Inc., ( GSB ) for engaging in abusive, deceptive collection practices that harms the general public. GSB presented consumer collection letters dating back to XXXX. Accounts listed in the letters are : XXXX - XXXX - XXXX - XXXX referencing debts in XXXX. Consumer does not owe any of them. Under Nebraska Statutes of Limitations laws ( SOL ) the account ( s ) are Time-Barred ( Neb. Rev. Stat. Section 25-212 ). Consumer has no fiduciary or contractual obligation to a third party debt collector because there is no exchange of any benefit or detriment with ANY future collection agencies, junk debt buyers ( JDB ) or collection law firms. There will be no enforceable agreement. No payment history, nor products, or services has been rendered to such entities because these elements do not exist ; there is a 'failure of consideration ' and no valid agreement, contract or fiduciary obligation under federal law that requires payment to such parties. Furthermore, General Service Bureau , Inc., ( GSB ) is in engaging in harassment and abuse under the Telephone Consumer Protection Act ( TCPA ) ( 47 U.S.C. 227 ) by calling consumers cell phone incessantly. At no time has consumer given written ( or implied permission ) to General Service Bureau , Inc. ( GSB ) to contact consumers cell phone. It is a violation of consumers right to peaceful enjoyment of consumers phone and home. The TCPA prohibits any calls made using automated telephone equipment or prerecorded voice. In the event of a violation of the TCPA, a consumer may ( 1 ) sue for up to {$500.00} for each violation or recover actual monetary loss, whichever is greater, ( 2 ) seek an injunction, or ( 3 ) both. In the event of a willful violation of the TCPA, a consumer may sue for up to three time the damages, i.e. {$1500.00}, for each violation. Consumer demands GSB cease written and telephone contact ( automated or otherwise ) with consumer IMMEDIATELY! This complaint will be shared with the Nebraska Attorney Generals Consumer Protection Division ( AG ) and the Nebraska Secretary of States Office ( debt collection licenses ) due to the fact that General Service Bureau , Inc., ( GSB ) has been sued in the past for violating the FDCPA in the following ways : Using false, deceptive and misleading means to collect a debt. Using harassing and abusive means to collect a debt. Using unfair and unconscionable means to collect a debt. It is time to bring these matters to the attention of the AGs office, Nebraska Secretary of States Office or file a federal lawsuit of consumer 's own. This complaint is a WARNING to GSB. Cease contact with consumer immediately or consumer will pursue this matter through litigation.

In XX/XX/XXXX, I received notice of an alleged debt that I owed. On XX/XX/XXXX, I faxed and mailed a letter to General Service Bureau requesting verification of my debt to include ALL accounts that they said I own on, which by law I have the right to do so within 30 days from receiving the bill. OnXX/XX/XXXX, I received advertisements from law attorneys advising me that a lawsuit was pending against me from General Service Bureau. General Service Bureau has NEVER served me a summons, but because I received all of these advertisements, I placed a call to the company. When I called, I asked them when was the last time they attempted to notify me of this debt before filing a lawsuit and the rep advised XX/XX/XXXX and that it was not their responsibility to keep notifying. I asked if a message was left, and he refused to answer the question. He confirmed that he had authorization to leave a message, so when I asked again if a message was left, he again refused to answer and stated that he could no longer assist me and transferred me to his supervisor. The supervisor I was transferred to was XXXX XXXX. XXXX was not only uneducated in regards to the matter, but he was very rude and would not allow me to properly ask the questions that I needed answers to. I went on to ask XXXX to very the telephone number and address on file for myself, which XXXX than provided me two incorrect telephone numbers and an address that I no longer live at. I told XXXX of the letter that was faxed and mailed to the company on XX/XX/XXXX that had my UPDATED telephone and mailing address on it. I asked XXXX to confirm that he received my letter. He advised that he could not confirm that and it did n't matter of the received the letter or not, as they 've already filed a lawsuit against me. He then went on to say that his company did send me itemized details of my debt, which I HAVE NEVER RECEIVED! I explained to XXXX that I have not recieved anything and to verify the address the information was sent to, which he again refused to verify and said that he did n't have to. WELL HOW IN THE XXXX CAN YOU VERIFY THAT YOU SENT IT TO THE CORRECT ADDRESS?? I explained to him that his was in violation of fair debt practices because I do have the right to verify that any debt is truly mine. XXXX refused to offer me any assistance and continued to cut me off as I tried to speak. He went on to tell me that my paychecks would be garnished and I 'm being sued for {$1800.00}. I asked him how that was possible when I was supposed to have been sent verification that the debt was mine. XXXX continued to ignore my question and went on to say that I had over 30 accounts with their company totaling {$8500.00}. This company is suing me WITHOUT properly notifying me of the debt and also withing satisfying my request to have the debt validated. There was a situation where the credit bureaus and another collection agency were lumping my bills along with my sister 's bills together. To get down to the bottom of the situation, I had to send copies of my ID along with my SS card and hers to prove that we were two separate people. I tried to explain this to XXXX, but in his normal RUDE fashion, he cut me off and said " that 's not his problem ''. XXXX refused to assist me or even speak on a fair payment plan. This is a CLEAR violation of fair debt practices.

This Consumer Financial Protection Bureau ( CFPB ) complaint will be tendered as evidence that General Service Bureau Inc., of XXXX Nebraska has left me no choice but to begin a litigation process against them regarding a debt I do not owe and formally notified them of such. On XX/XX/2018, I sent a " formal ' letter of notification to General Service Bureau Inc., by " certified return receipt '' mail receipt # : XXXX XXXX XXXX XXXX XXXX. I have attached to this complaint a " copy '' of the notification letter and the U.S. Postal Service receipt showing the letter was delivered ( and signed for ) on XX/XX/2018 at XXXX XXXX. Still General Service Bureau Inc., refuses to acknowledge my rights under the FDCPA and cease contact with me after sending a " written '' demand to do so. I followed FDCPA protocol andI sent a cease contact letter explaining to them federal violations if they continue engaging in federal violations regarding debt collection under the FDCPA. By continuing to contact me ( about a debt I do not owe ) shows a blatant disregard for federal law. Furthermore, my sole income is Social Security income which is federally protected income under the Social Security Act law. I am head of household and have no property of value. I am " judgment proof '' by law. In the XX/XX/2018 letter I made it clear that I will file formal complaints with the Nebraska Attorney Consumer Protection Division and the Nebraska Secretary of States Office that govern 's " debt collection '' license. If General Service Bureau Inc., continues to " harass '' me after I've made my position known in this matter, I will sue them. I am collecting evidentiary documentation in an effort to pursue this matter legally. I appreciate CFPB providing this venue as a form of viable documentation that I can share with the Nebraska Consumer Protection Division and the Nebraska Secretary of States Office. I will hold General Service Bureau Inc., accountable for their action regarding the harassment I'm suffering at their harassment techniques. I will demand a review and sanction of their debt collection license and request a investigation in their operational practices that harms the general public. I contacted General Services Bureau on XX/XX/2019 concerning a medical debt that I had been paying off. I called to confirm the amount owed on the debt. While on the call I was notified that there was another medical debt that the company had on filed that remain unpaid. I was unaware of this debt and have not been provided any notification regarding this debt. The customer service contact provided me some basic information and it was at this time that I requested more details to verify the debt owed. I informed the customer service agent that I currently reside outside of the U.S. and was informed that they couldn't send mail outside the U.S. I then requested for the information to be emailed to me which I was told that the company does not send emails or faxes. I requested to speak with a supervisor. I was transferred to a supervisor by the name of XXXX. I informed XXXX that I was unaware of this debt, that I was disputing the debt, and that I was requesting additional information. XXXX informed that they couldn't provide me any information to an international address. I informed XXXX that under FDCPA I have a right to request this information. He indicated that the FDCPA doesn't mandate that they send to international addresses. I asked him what I was supposed to do since they won't send it to me by mail or email. He said they couldn't send it to me because FDCPA isn't the only rule they have to abide by. They also have to follow HIPPA regulations. I informed XXXX that HIPPA regulations do not prevent the use of email and this was a company policy direction by General Services Bureau. XXXX refused to work with me and the call was abruptly ended.

I was billed for {$10000.00} for going to the XXXX for XXXX pain in XX/XX/XXXX. The hospital settled for {$2500.00} which I paid on XX/XX/XXXX. In early XX/XX/XXXX GSB debt collection agency sent me a notice in the mail that I have to pay {$7500.00} I explained to GSB Debt Collector that XXXX XXXX XXXX had settled with me and that I do not owe anymore to the hospital. I explained this in my email to GSB collection agency and I have attached a copy of the transaction and proof of payment with the hospital on XX/XX/XXXX. I also spoke with Account Manager XXXX from GSB on the phone, on XX/XX/XXXX before sending the email to ask why was I getting a bill from debt collection. She said the account will be cleared if I send the proof of payment to the hospital.. I also spoke with XXXX XXXX XXXX XXXX on XX/XX/XXXX and she told me I need not worry because I don't owe and that the accout has been settled. That the hospital will send me a copy of the statement of this account being cleared. I have not received this letter until today XX/XX/XXXX. Yet again on XX/XX/XXXX, the collection agency sent me a letter with an itemized list of charges totalling to hospital acct balance of {$7500.00} and payments and adjustments that I paid for {$2500.00}. This being said, I feel being harassed by the collection agency and that I was scammed by the hospital when they told me they settled but then it appears that I still owe them. I am leery that this is not going to stop and it is interfering with my mental health particularly during this time of Covid and hardship.

On XXXX XXXX XXXX at XXXX I received a call from GSB inc ( XXXX ) XXXX. I agreed to make a XXXX payment for the medical bill currently held with GSB. I requested more information since the rep was indicating my debt would be sent to a lawyer. I was transferred to a supervisor ( XXXX XXXX ). I again indicated I would apply XXXX toward the debt. XXXX told me, paying that amount would not be acceptable and would not keep their lawyer from suing me. XXXX XXXX continued to threaten me that I would need to contact the lawyer and would not explain his threat of a lawsuit to me. I requested XXXX XXXX supervisor because I wanted clarification about the lawyer that was going to sue me. At XXXX on XX/XX/XXXX I spoke with XXXX - he indicated he was a supervisor at General Service Bureau Inc. I made a XXXX and requested additional information about the threat that I was going to be sued by the lawyer. I have not received any response from the company. After months of this company harassing me, repeated auto calls - some minutes after I made a payment, I now can not get them to contact me. This company has called me up to 5 times a day. I explained I will pay what I can to the debt. Before they threatened to sue me, I gave the company permission to leave phone messages. I was not attempting to avoid payment or the calls. A supervisor at GSB inc. threatened me that my payment would not prevent a lawsuit, yet I am unable to get a supervisor to call me back. This company was awarded judgment against me in XXXX . From that time until just XXXX weeks ago, they have NEVER notified me or attempted to resolve this issue, however they are now taking me back to court, and refusing to provide original debt records, or offer any assistance to pay/settle the debt, if it is mine. I 've spoke with XXXX and XXXX who are both worthless. XXXX advised that if I did n't pay the balance in full they would be taking my paychecks in whole. The calls are recorded-so I demanded a copy of the records, which he advised " that 's none of my business ''. XXXX was no help either as again, they wanted me to make a payment just to show the judge that I did pay, however no payment has been done because I 've never received verification of this debt all the way from XXXX to XXXX . You mean in XXXX years, you never tried to collect anything, but are wanting to take me to court? Verify the proof of debt and allow me an option to pay for it, as THIS has NEVER been done. General Service Bureau sent a collection letter with an amount owed by myself. An additional letter was also sent to my spouse who is not on my account. He is only listed as an emergency contact. The General Service Bureau sent the same collection letter addressed only to my husband with the same collection amount. In addition, to sending this letter they also called to speak with him about this debt. Once again, he is not on my health insurance account - nor is he provided access to my health bill information. I have copies of both letters that show XXXX letter is addressed to me for {$190.00}, account # XXXX. The other letter is addressed only to him for {$190.00}, account # XXXX. This is a predatory collection practice that should not be allowed by any collection agency. In addition, sending a collection letter to an unrelated party is illegal. If the procedure or hospital visit I was seen for was not to be disclosed to my spouse this letter could cause a potentially damaging situation.

Incessant phone calls are coming in to cellphone number XXXX from General Service Bureau ( GSB ) out of XXXX Nebraska. Phone calls to a 'cellphone ' is a violation of the Telephone Consumer Protection Act ( " TCPA '' ) 47 U.S.C. Section 227 ( a ) ( 1 ) based on the fact that under the TCPA it shall be unlawful for any person or entity to make any call ( other than an emergency ) or prior expressed ( written ) consent of the called party, using any automatic telephone dialing system or artificial or pre-recorded voice. Consumer has NOT given ( written or verbal ) permission for entity to call consumer. If after the agency is notified that consumer does not wish to receive calls and the agency continues to do so the agency can be sanctioned in the amount of {$500.00} dollars to {$1500.00} dollars per each violation there after. Consumer is making this report with your agency as consumer wishes all phone calls to 'CEASE ' immediately!!!!

I work during the day of which is when General Service Bureau calls sometimes they leave an automated message on my cell phone other times they do not. The one time I answered I asked that they not call before XXXX XXXX. because I am working. They then turned around and called my work number and I informed them not to call me at work that I could not accept calls like this at work. Today XX/XX/18 they called my cell phone at XXXX of which I can not answer while I am at work. They then turned around and called my work phone of which I did answer. When I said " This is Doe '' they hung up. This is not acceptable. I have tried calling them back but I do not get any kind of an answer. I don't leave messages since I work and they can't call so I keep trying to find out why they are calling.

The option I need to discuss my compliant was not a choice. I want to talk about the fee charged to pay the debt over the phone. It is ridiculous to be charged a {$7.00} fee to use a debit card, but it would be free if I gave them my checking account information. Granted my payment for the medical bill was an oversight! I thought my husband paid it and vise versa. Needless to say I could pay the {$160.00} for the bill without issue. BUT the fee is terrible. It is unfair and not warranted especially since it is not costly to process the transaction. GSB ( General Service Bureau ) has more of risk with over the phone or mailed in check payments! They seem to be gouging folks on fees.

I continue to get robo calls from General Service Bureau to my CELL PHONE number. I do not know this company, I don not owe any money this company and I did not give this company permission to call my CELL PHONE with the use of an automated dialer. The TCPA prohibits companies from using automated dialers to call CELL PHONES. Of the 20+ calls I have received from General Service Bureau on my CELL PHONE with their automated dialer, not one time has a person been on the line. All 20+ calls, I hear a serious of beeps for 10 seconds then a hang up. When I call the number back they put me on hold.

XXXX Account Number XXXX I have disputed this alleged " debt '' of {$810.00} ( which I absolutely do not owe ), in writing, and in response to repeated phone calls, since XXXX 2017. XXXX does not acknowledge I dispute the debt and just keep calling. I have told them I do not owe it and will not pay it. I never received any information regarding this debt. The collector said they mailed something to me, I never received it. Once I received the bill all it said was the amount, and not what services or any information regarding debt. I told them it was identity theft. They automatically wanted to talk to my attorney. They would n't take mail me the information as a response. I am not going to just give out information. My identity was stolen. I mailed them a letter stating my identity theft, and asking for all records retaining to my debt. They will not comply and keep contacting me.

I saw online that this is a debt collection company which is fine because I am sure I owe some debt but they call every other day and they never leave a voicemail and the phone number does not allow me to call them back directly. And when I try to answer the call no one says anything or they hang up if I greet them and say hello. There is a lawsuit pending. I spoke to the attorney and mentioned an attempt to pay and the gentleman on the other end refused my payment ( in full ) and promptly hung up. I 'm working with the attorney to resolve the situation, but continue to receive hang up calls during the day. They call during various hours of the day and hanging up. I received a notification from my credit monitoring service and the following is what showed up : A company called General Service Bureau placed a collection on my XXXX report for {$190.00}. I have received no dunning, no contact and no proof of debt from them. I received a call from a male who wanted to verify my personal information. I refused to verify anything until he verified where he was calling from.
