XX/XX/XXXX, I noticed a collection account on my credit report from FirstCollect Inc. I submitted a letter for the company to validate the debt requesting very specific information. They responded by sending an invoice that did not match what was listed on my credit report and clearly did not belong to me. The address was not mine, the insurance was not mine and the invoice was for a child that was born XX/XX/XXXX ( which i did not give birth to any children XX/XX/XXXX ). On XX/XX/XXXX, I then submitted my second letter to FirstCollect informing them to remove the collection from my credit report because ALL the information was inaccurate and they still did not submit everything I requested ( proof that they were allowed to collect said debt, proof that I signed for said service ). They refused. In conversation via the telephone with several agents from their company from XX/XX/XXXX to XX/XX/XXXX they refused to acknowledge that they sent me inaccurate information. They stated that the bill was for services that my XXXX child received XX/XX/XXXX during an emergency room visit. I explained to them several times that their father is the LEGAL party that is responsible for the minor childs insurance and any insurance payment and that there was no lapse in coverage so the invoice submitted should have been covered in full. Proper insurance was provided to the XXXX at the time of the visit and the er billed timely and received full payment. This information was acknowleged by the collection company and XX/XX/XXXX they verbally agreed to have the collection account removed by XX/XX/XXXX came and went and the collection was still on my account. I then submitted another letter to them dated XX/XX/XXXX, reiterating that they must take the matter up with the XXXX childs father as he is the party legally responsible for maintaining insurance coverage ( which he did ) and payment for insurance. I even had the XXXX childs father call and inform/confirm with the collection company that he is the responsible party and not me. They then agreed to have it immediately removed. Then minutes later they called me stating that they could not remove it. Shortly after this, I spoke with XXXX XXXX XXXX, who finally acknowledged that they did send me inaccurate information and she is also the one that spoke with me via three way with the XXXX childs father who confirmed that he is the responsibly party although the insurance should have paid it in full. Lastly on XX/XX/XXXX, I submitted a letter to the collection company from the Delaware Health and social services that further reiterates that the XXXX childs father is the responsible party for maintaining insurance and payment of any outstanding invoices. And yet they still continue to report this on my credit report.

In XX/XX/XXXX upon reviewing my paycheck I noticed almost {$300.00} were missing, after contacting payroll services i became aware that a " garnishment '' had been placed under my name in the total amount of {$680.00} ( don't know if there are more to come ). Contacted XXXX and they referred me to XXXX under a collection agency apparently called " first collect '' and spoke to " XXXX '' who would then inform of a hospital bill under my name. The hospital is " XXXX XXXX XXXX '' in XXXX DE, according to XXXX from First Collect, this people used all my info and even took advantage of using my own medical insurance, the " date of judgement '' is XX/XX/XXXX so i have no idea when the incident actually happened. Needless to say I have NEVER in my life visited the state of Delaware and have never had the need to visit a hospital in my life. I was able to provide an address for the collection agency to send to my job in order stop garnishing my funds and I was also made aware that the funds that have been taken out of this paycheck is " supposed to be reversed '' i just don't know if its true or when this will be done. This situation completely took me off guard because I have never seen a medical bill from this place in my credit report and i have never received a letter of collection to my address in TX or a phone call which makes me think the fraudster may have given some of her contact info. The only other information I know ( from the collection agency ) is that aside from using all my info there was an address in " XXXX Delaware '' on file but the actual address was not given to me. So this person might still live there. I do believe this may be an undocumented person using my information to work because back in XXXX I almost got denied for unemployment due to the fact that " I was working in the fields '' but it was definitely not me as there has not been a need for me to work in this line of business. This ( i suspect ) is due to a car break before XXXX in in where someone stole my SSN, birth certificate, ID and a few other documents items that were left behind in my purse ; A police report was made under the car owner ( my friend ) in XXXX TX.

In early XXXX I received a letter from First Collect dated for XX/XX/XXXX. It was a debt collection notice. There were 4 accounts listed as past due for a total of {$1000.00}. On XX/XX/XXXX I sent a certified letter for debt validation to First Collect. On XX/XX/XXXX I received a response from First Collect. It was another past due account notice, but only two accounts were listed for a total of {$520.00}. The letter stated that they have suggested that their client take legal action against me. They have failed to provide enough information to validate that this debt is mine and I am suggesting that they cease collection on this debt if they can not provide evidence that this debt is mine.

I have disputed this with the other credit bureaus and they have both agreed this was not my debt and have removed it from my credit report. XXXX removed it in XXXX and then added it back on. Per the FCRA this is not my debt and is causing issues with my life. I am attaching proof that this is not showing up on my other credit reports.

I already paid the debt to the original credit but this collection company continues its efforts to collect a debt not owed, thereby hurting my credit scores and credit report preventing me from qualifying for credit or housing.

First collect is trying to collect a medical debt without getting my informed consent per HIPPA law, they accessed my medical information and violated my privacy.
