Several months ago, I received a collection call from a collection agency called Account Services. They advised me that I owed {$490.00} to a company called XXXX XXXX XXXX XXXX XXXX XXXX. I advised that I didn't think that I owed them any money, and they advised me that it was for XXXX done on my XXXX. First, I was surprised that they were in possession of medical records. I was aware that I had consented to allow records to be sent to other medical professionals that I was working with, but I didn't realize that XXXX was able to send my medical records to a bill collector. It seemed a bit of an invasion of privacy. However, I assumed that it was a mistake because I've never had an XXXX injury, and I had no recollection of ever having received a bill. I advised them that this must be a mistake, and they assured me that it was not. I told them I would look into it, but I didn't immediately do so. Over the next few months, I was called repeatedly by Account Services attempting to collect this debt. On each occasion, they assured me that it was for scans done on my XXXX which I knew to be false. When I insisted to one of the collectors that I had never had an XXXX injury, she told me that if this was true that I would have already filed a police report by now for identity theft. I advised her that I had no reason to believe that my identity had been stolen. I just thought they were trying to collect a debt that I didn't owe. Even though they knew that I was disputing the validity of the debt, they reported it to the credit bureaus. When I filed a dispute with the bureaus, they sent me a written response as validation of the debt. When I saw the dates of service, I suspected that this might actually be connected with some appointments I had regarding a XXXX injury last year. I called Account Services and offered to pay the amount due, if they would delete the derogatory reporting from my credit. I didn't think I should owe that much, but given the length of time that I had passed, I figured my best option was just to pay it. However, they refused to clear up my credit. They said that the best they could do was to show it paid in full. I advised them that I wasn't going to do that because I didn't feel that I had been properly invoiced. Rather, I advised them that I would be contacting XXXX XXXX XXXX XXXX XXXX XXXX to resolve. Prior to calling XXXX XXXX XXXX XXXX XXXX XXXX, I decided to confirm the amounts owed by reviewing my health insurers website. I was surprised to find that there was no record of a claim having been filed by XXXX at that time. So, I called XXXX and advised them of the situation. The representative told me that they had changed computer systems earlier this year and no longer had records from last year. She showed no outstanding balances owed by me. I advised her that if that was the case, she needed to have Account Services delete the derogatory credit. If they don't show that I owe money, they shouldn't be reporting. She advised me that all records had been sent to Account Services, and that I should just take their word for it that I owed the money. I insisted that they needed to delete the reporting if they had no records. I made it clear that, even if there was a balance due, they hadn't filed an insurance claim according to XXXX XXXX XXXX XXXX. She put me on a very long hold and came back with an amount that she said that I owed. I asked her where she got it, and she told me that, contrary to what she had just told me about them no longer having those records, her manager actually still had access to them. However, all she had was an amount owed and no specific records of my visit ( including details of any insurance claims filed ). The information she gave me was basically the same thing that Account Services had. I suspect that she actually called them for the information rather than obtaining it from her supervisor as she said. However, either way, their records of what they did as far as filing an insurance claim are very sketchy. Given that XXXX XXXX XXXX XXXX has no records, I don't think a claim was ever filed, and I certainly don't feel comfortable paying when the only records are in the hands of a collection agency. I don't owe the Collection Agency anything. I MAY owe XXXX TXXXX XXXX XXXX XXXX XXXX, but they have no records.

I went to XXXX XXXX in XXXX. The bills they sent were to an invalid address. I hadn't received any statements due to the address used. Since COVID began in XXXX, I have not had a reason to visit the clinic and was unaware of any outstanding amounts due. I was receiving phone calls to my work mobile phone and generally can not answer an unknown number. In applied to refinance my mortgage loan iXX/XX/XXXX XXXX, XXXX and was advised by the lender of the collection accounts. This was the first I was made aware of the outstanding amounts due. I contacted XXXX XXXX asked to pay the amounts in full. They advised the accounts were with a collection agency and that I needed to contact the agency. I called the agency and requested the bills to be emailed to me since I had not received them by mail. Upon receipt of the emails, I identified the address was invalid. I had not received any notifications of the bills or the, now, past due amounts. I made arrangements to pays the balances. Both of the accounts are now paid in full. I mailed several letters to both Account Services and XXXX XXXX explaining the situation. On XX/XX/XXXX I mailed a letter to Account Services requesting a courtesy removal of the past due bills from my credit report. At that time, I paid one of the bills on XXXX XXXX 's website, {$420.00} for the statement dated XX/XX/XXXX. I advised I would be paying the other bill once I had the additional {$500.00}. I advised that due the pandemic, my financial situation in current economy required me to finance my home for financial relief. I was unable to do so since the accounts had negatively impacted my credit score. I provided my email address and my correct mailing address for a response. I didn't provide my phone number as the only phone I have is a business phone and I can not receive any calls from a debt collector on my business phone. I did not receive a response. I sent a second letter on XX/XX/XXXX. I repeated my request for a courtesy removal of the collection accounts. I explained in this letter that I had researched how to gather data on the accounts and requested in goodwill, a permanent courtesy removal of the collection accounts. I asked for an itemization of the charges, a copy of my signature authorizing release of my medical info to the collection agency, and to cease any credit bureau reporting. I did receive a response with an itemized copy of the charges, no other documents were provided to me. I mailed a third letter on XX/XX/XXXX. This letter advised that I was able to reconcile the bill with my insurance company. I also stressed my financial need to make significant financial changes and this collection accounts were prohibiting me from doing so. I again asked for a courtesy removal of the accounts and expressed my intent to pay the last I owed on the second bill. My request for the courtesy removal had gone unaddressed. I asked for a response vial mail, and have yet to receive acknowledgment of my requests or any response at all. On XX/XX/XXXX, I wrote directly to XXXX XXXX 's billing address. Restating my needs above. I requested email or mail correspondence. I have not received a response. Today, I submitted a dispute on XXXX 'XXXX website as Other. I indicated in the dispute that the account information was mailed to an invalid address. Although they are able to show a bill was mailed to an invalid address, they are unable to show that I received the bill. I have no control over what the postal service does with mail sent to an invalid address, I can not handle personal collection accounts on my business phone, neither of the companies will respond to my request for a courtesy removal or address my concern that an invalid address was used. As soon as I was aware of the balances due, I made arrangements to pay one in full, and made the arrangements to pay the second bill in full, which I have. Had I received the original statements for amounts due in XXXX, I would have paid both bills in full and/or made arrangements to pay in full. I can't stress enough that the bills were not mailed to an old address or an address I no longer use. The address used was not a valid address.

Previously this company threatened and reported this to the credit bureaus and hurt my credit score. However, on contacting CFPB, they since rescinded the complaint from the report. But still my credit score has not gone back up to where it was before. Also, there are banks and credit card companies that have since looked into my credit history. This has additionally hurt my numbers and credit outlook. After CFPB report, then sent me the details of the debt by US mail. This debt as it shows is from XXXX XXXX XXXX. When I left the hospital the agreement was that this amount is written off. However, when I called the people that worked there in XXXX are not there any more. Now they are telling me. that I owe and since it is old they can not help me!!! I have been calling Account Services, the debt collector to come to some understanding. I have left several messages over last few weeks from Mid XXXX onwards and finally left two messages today, XX/XX/XXXX, and got a call back. Told them that I am a retired XXXX year old, with XXXX hurt in an accident. I am unable to work much and I don't receive any benefits. Income I have barely meets my rent etc. I told this to a Ms. XXXX XXXX and asked her how she can help me. Told her that I have saved {$250.00} for XXXX XXXX and there may be another {$100.00} to {$150.00} in savings. As I want to get rid of this XXXX which is causing my intense XXXX and XXXX, I wanted to reach some agreement. But she wants to put me on a payment plan. Told her that my income barely meets my expenses and that this savings of {$350.00} to {$400.00} will also be gone if they can't accept. She said that I will be reported as not interested in paying the debt back. This sounds like threatening to me. They will again hit my credit. I currently have a medical collection debt being reported on my credit report from XXXX XXXX XXXX XXXX dated from XX/XX/2019. I sent a validation letter with this collection agency via certified mail asking for a sufficient proof that in fact this debt for {$240.00} is mine. They received the letter on XX/XX/21. Until now they have not put a dispute comment in my credit report even if I have already sent them couple of letter about furnishing a dispute comment in my credit report. I did some research online and it is clearly a violation, also in addition to that they never responded to my letter and keep ignoring me. There is also no original creditor written in the credit report it is incomplete. Please help me with this matter.

I received a copy of my credit report back in XX/XX/2021 and realized that there was a collection account from Account Services on my credit report. I mailed them a certified letter # XXXX XXXX XXXX XXXX XXXX on XX/XX/2021 and have yet to obtain a response from the company. This account is involved in litigation for fraudulent practices according to my FCRA rights. I have not supplied proof under the doctrine of estoppel by silence, Engelhardt v. Gravens ( Mo ) 281 SW 715, 719, I may presume that no proof of the alleged debt, nor therefore any such debt, in fact exists. Note that the collector has to stop all collection activities until it can provide all the evidence. Under the FDCPA Section 809, Validation of debts [ 15 USC 1692g ] I have the right to verify any alleged debt on my credit report and if the alleged debt is being disputed, the debt collector shall cease.
